Certify as adequate Final Environmental Impact Report No. ER-99-2 under the provisions <br /> of Section 15090 of the California Environmental Quality Act (CEQA) (Attachment A). <br /> 2. Adopt "Findings of Significant Environmental Impacts" (Attachment B). <br /> 3. Adopt "Statement of Overriding Considerations" (Attachment Q. <br /> 4. Adopt the "Mitigation Monitoring Program" (Attachment D). <br /> 5. Adopt a Motion of Intent to Approve General Plan Map Amendment Application No. GP- <br /> 99-7 based on the ability to make the required "Basis for General Plan Map Amendment." <br /> 6. Approve Zone Reclassification Application No. ZR-99-6 based on the ability to make the <br /> required "Bases for Zone Reclassification," conditioned upon approval of General Plan <br /> Map Amendment Application No. GP-99-7- <br /> 7.
