CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER N0. <br /> CORRECTIVE ACTION WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> FORWARD INC. <br /> AND <br /> ALLIED WASTE INC. <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board), <br /> finds that: T <br /> 1. Allied Waste owns and Forward Inc. operates (hereafter jointly Discharger) the Austin <br /> Road Landfill Facility. The Facility was previously regulated by Waste Discharge E <br /> Requirements (WDRs) Order No. 96-175 in conformance with Title 27 of the California <br /> Code of Regulations (Title 27). The Discharger submitted a Revised Engineering <br /> Feasibility on 11 June 2001 with revision dated 30 August 2001; a Time Schedule for N <br /> Corrective Action on 13 December 2001; and an Evaluation Procedures for Proposed <br /> Corrective Action on 26 February 2002. These revised WDRs will approve the <br /> corrective actions, evaluation procedures, and implementation time schedule that were T <br /> proposed and agreed upon in the submittals noted above. <br /> 2. Landfill operations began in 1955, temporarily closed from 1961 to 1963, reopened in A <br /> 1964. On 31 March 2000 the previous owner, City of Stockton sold the landfill to Allied <br /> Waste Inc. The landfill accepts residential, commercial, and industrial solid waste. <br /> 3. The facility is 7 miles southeast of the City of Stockton on Austin Road in San Joaquin T <br /> County, as shown in Attachment A, which is incorporated herein and made a part of this <br /> Order. The Facility covers 405.9 acres in the northwest 1/4 of Section 3, T1 S, R7E, 1 <br /> MDB&M and Section 34, TIS, R7E, MDB&M. <br /> 4. The facility consists of: an existing unlined Class III Landfill with a footprint of 123.3 <br /> acres; a 126.4 acre borrow area north of LF-1; leachate treatment and holding facilities; <br /> and a sedimentation basin, as shown on Attachment B, which is incorporated herein and <br /> made a part of this Order. E <br /> 5. Existing landfill, LF-1, will be closed during the Fall of 2002. LF-1 will receive a final <br /> cover of two feet foundation material, one foot of compacted soil with a permeability less <br /> than 1 x 10-6 cm/sec, and one foot of soil for vegetation.
