Department of Public Works <br /> 345 N. El Dorado Street <br /> Stockton, CA 95202 <br /> CITY OF STOCKTON, AUSTIN ROAD LANDFILL, SAN JOAQUIN CO. (CASE NO. 2145) <br /> On 21 March 2000 Central Valley Regional Water Quality Control Board staff with the help of Mr. <br /> Butch Stefani, of Forward Inc. and Mr. Phil Nisperos of City of Stockton, conducted an inspection of the <br /> Austin Road Landfill. In the course of the inspection staff noted progress on repairs to erosion scars and <br /> leachate seeps in the north face of the landfill (Figures 1, 2, & 3). We commend the City of Stockton <br /> and their contractor Forward Inc. for making these repairs in a timely manner. <br /> During the inspection, board staff noted the following violations of the facility WDRs (Order No. 96- <br /> 175) and Title 27 of the California Code of Regulations: <br /> 1. Depressions in the surface of the landfill topdeck. Some of these depressions had ponded <br /> water at the time of the inspection (Figure 4). <br /> 2. Un-repaired leachate seeps on :he southwest and %\est sides of the landfill (Figure 5). <br /> 3. Un-repaired erosion channel exposing waste on southwest side of landfill (Figure 6). <br /> 4. Erosion in the bed of Littlejohn Creek undercutting the south perimeter road and encroaching <br /> on the landfill unit. <br /> The above items must be repaired to bring your facility into compliance with WDRs and Title 27. We <br /> understand that repairs to leachate seeps and the erosion channel on the west and southwest sides have <br /> begun. Repairs to the streambed of Littlejohns Creek will require permits from other agencies. We <br /> strongly recommend that low areas on the top deck be filled in as soon as possible. Water collecting in <br /> the low areas and percolating through the cover and waste is a major contributor to the leachate seeps <br /> that have developed on the landfill side slopes. Conditions at the landfill are currently suitable for <br /> construction but rain could resume at anv time.
