(CASE NO. 2148) <br /> I have reviewed your 15 February 2000 response to my 28 January 2000 letter. There seems to be some <br /> confusion as to the status of the Draft Austin Road Landfill Corrective Action Engineering Feasibility <br /> Study(FS). I have spoken to two board staff that participated in the 6 May 1999 meeting to discuss the <br /> FS conclusions and recommendations,Mr. Steve Rosenbaum and Mr.Victor Izzo. The FS as presented <br /> to board staff last May is inadequate to bring the Austin Road facility into compliance with Title 27. <br /> Title 27 Section 20430(b) requires that the discharger take corrective action to remediate releases and <br /> achieve compliance the Water Standard for that Unit. The Water Standard for VOCs is detection limit. <br /> Corrective Action at Austin Road should at a minimum address three goals: source control, plume <br /> containment, and contamination cleanup. Board staff recommends the following actions to achieve <br /> these goals: <br /> 1. Source Control—an extraction well system to capture contaminated groundwater as it leaves the <br /> facility(Alternative 2); and a cap for the existing Waste Management Unit (WMU) to slow <br /> generation of landfill leachate. <br /> 2. Plume Containment—installation of one or more extraction wells to stop further migration of the <br /> contaminated groundwater plume (Alternative 3). <br /> 3. Contamination Cleanup—installation of one or more extraction wells along the axis of the <br /> contaminated groundwater plume to reduce contaminates mass and ultimately achieve cleanup. <br /> Board staff recommends a careful phased implementation of corrective action. One or more extraction <br /> wells can be installed and monitored for one to three months.
