El Dorado Street <br /> Stockton, California 95202 <br /> SUBJECT: Compliance Schedule for the Austin Road Landfill, Facility No. 39-AA-0001 <br /> Dear Mr. Giottonini: <br /> California Integrated Waste Management Board (Board) staff received the City of Stockton's <br /> (City) proposed compliance schedule, dated April 23, 1998, for the Austin Road Landfill. <br /> Board staff have no objections to the City's proposed time frames for controlling landfill gas <br /> migration or the proposed actions to address drainage & erosion control, leachate control, and <br /> daily cover concerns. <br /> The City's five proposed tasks and respective schedule to bring the facility into compliance with <br /> landfill gas control requirements is acceptable. To monitor the City's progress, Board staff <br /> request that status reports be submitted within ten (10) days alter each ol7 the five proposed <br /> completion dates. For example, a status report is required by July 10, 1998, summarizing the <br /> City's progress (completion) in determining the extent of the landfill gas migration plume and <br /> evaluation of the landfill gas control options (proposed June 30, 1998 completion date). In the <br /> event the City does not submit the required status reports and/or diligent progress is not being <br /> made to complete each of the proposed tasks (in particular, complete installation of the system <br /> by November 13, 1998), a Notice and Order may be issued which seeks civil penalties. <br /> Since the City has fulfilled its obligations agreed upon in Stipulated Agreement of Compliance <br /> 97-77 (Stip), the Stip is hereby rescinded. The April 23, 1998 compliance schedule supercedes <br /> the Stip. Monthly monitoriiag of the perimeter landfill gas monitoring probes shall be continued <br /> until the site is in full compliance with gas control requirements. <br /> As noted in the compliance schedule, the drainage & erosion control, leachate control, and daily <br /> cover concerns will need to be more thoroughly reviewed in preparation of a wet weather <br /> preparedness report/winter operations plan for the next rainy season. In addition, the Solid <br /> Waste Facility Permit, dated February 2, 1998, requires that a wet weather preparedness <br /> report/winter operations plan be prepared and submitted by November 1 of each year. <br /> California Environmental Protection Agency <br /> P-intetl on Recycled Paper <br />
