EI Dorado Street <br /> Integrated Stockton,California 95202 <br /> Waste <br /> Board <br /> aa dagemenr SUBJECT: Compliance Status of the Austin Road Landfill, <br /> Facility No. 39-AA-0001 <br /> 8800 Cal Center Drive <br /> Sacramento, CA 95826 Dear Mr. Chen: <br /> (916)255-2200 <br /> www.ciwmb.ca.gov <br /> This letter is intended to express California Integrated Waste Management Board(Board) <br /> staff's concerns regarding the operation and maintenance of the Austin Road Landfill. <br /> The Disposal.Site Inspection Report from Board staffs March 26, 1998 inspection, is <br /> attached for your records. Several concerns were observed at the time of Board staff's <br /> March 26, 1998 inspection,that the City must address: <br /> EXPLOSIVE GASES CONTROL: At the time of the March 26, 1998 inspection,soil <br /> gas probes(SGP)-13 and 14 exceeded the regulatory limit of five percent at the northern <br /> permitted boundary, 35%and 47%respectively. Stipulated Agreement of Compliance <br /> No. 97-77(Stip), Page 2,requires that the City submit a schedule for expanding the <br /> existing landfill gas recovery system if concentrations exceed the lower explosive limit <br /> for methane in SGPs-13 and 14. The Stip requires that the schedule be submitted within <br /> 30 days of detection. Since landfill gas levels were confirmed at the time of Board staffs <br /> March 26, 1998 inspection,the City is required to submit the aforementioned schedule by <br /> April 27, 1998. Upon receipt of the City's proposed schedule, Board staff will review <br /> and provide comments, if any. The Stip also requires that monitoring of the SGPs be <br /> conducted on a monthly basis. Results of the monthly monitoring is to be submitted with <br /> the quarterly monitoring report. <br /> In addition,a letter of Inclusion of the Austin Road Landfill in the Inventory of Solid <br /> Waste Facilities Which Violate State Minimum Standards for the ongoing explosive <br /> gases control violation is forthcoming. <br /> DRAINAGE AND EROSION CONTROL: Erosion on the south facing slope needs to <br /> be repaired. The erosion along the southern slope is to the depth of waste in some areas. <br /> Currently,most of the site is unvegetated making the soil cover very susceptible to <br /> erosion. Plastic sheeting was placed in some of the erosion gullies to help minimize <br /> further erosion. Nonetheless, additional measures need to be implemented to divert and <br /> control the flow of runoff from the landfill. As a result of the erosion,the perimeter <br /> drainage channel along the southern toe of the landfill is filled with sediment which <br /> causes runoff/leachate to pond in the drainage channel. .The drainage system is to be <br /> designed to ensure the integrity of roads, prevent safety hazards,and prevent the <br /> exposure of waste. <br />
