January 3, 1996 <br /> Supplement to Austin Road Landfill inspection of 1/2/96 <br /> Please refer to "Winterization Plan For Austin Road", submitted <br /> by Gambi Enterprises Inc. , and approved by Environmental Health <br /> as part of the ADC project. Page 4, section III "Placement of <br /> Alternative Daily Cover (ADC) :", states® on Fridays the working <br /> face will be covered with 6 inches of soil cover. Also section <br /> IV, third paragraph, Gambi will try to place the soil cover on <br /> Fridays, if not possible soil will be placed the next working day <br /> (weather permitting) . <br /> This plan has not been followed as submitted and approved. As a <br /> result of several rain storms and not covering with soil when <br /> possible, the 21 day maximum for the green waste to remain <br /> uncovered by soil, has been exceeded. In addition, there has <br /> been some problem with the volume of green waste. If there is <br /> not sufficient green waste to cover the working face and the <br /> "push trail" then soil shall be used to cover any remaining <br /> waste. <br /> The Green Waste ADC appears to be working in the Winter from an <br /> operational aspect, it would be unfortunate to have "non- <br /> compliance" issues interfere with the success of the project. <br /> It should be noted that Gambi began moving soil for cover <br /> immediately after being informed of possible "non-compliance" <br /> with 21 day cover. The following day an inspection was <br /> performed. That inspection showed a major effort, including the <br /> use of an excavator, to move soil to apply as a cover. <br />
