January 3, 1996
Supplement to Austin Road Landfill inspection of 1/2/96
Please refer to "Winterization Plan For Austin Road", submitted
by Gambi Enterprises Inc. , and approved by Environmental Health
as part of the ADC project. Page 4, section III "Placement of
Alternative Daily Cover (ADC) :", states® on Fridays the working
face will be covered with 6 inches of soil cover. Also section
IV, third paragraph, Gambi will try to place the soil cover on
Fridays, if not possible soil will be placed the next working day
(weather permitting) .
This plan has not been followed as submitted and approved. As a
result of several rain storms and not covering with soil when
possible, the 21 day maximum for the green waste to remain
uncovered by soil, has been exceeded. In addition, there has
been some problem with the volume of green waste. If there is
not sufficient green waste to cover the working face and the
"push trail" then soil shall be used to cover any remaining
waste.
The Green Waste ADC appears to be working in the Winter from an
operational aspect, it would be unfortunate to have "non-
compliance" issues interfere with the success of the project.
It should be noted that Gambi began moving soil for cover
immediately after being informed of possible "non-compliance"
with 21 day cover. The following day an inspection was
performed. That inspection showed a major effort, including the
use of an excavator, to move soil to apply as a cover.
