MEMORANDUM <br /> To: PROJECT FILE <br /> From: MARK INGHAM(PROJECT ENGINEER) <br /> Subject: REVISED EXCAVATION AND FILL REQUIREMENTS FOR AUSTIN ROAD <br /> LANDFILL EXPANSION <br /> Date: 2(1/96 <br /> The California Solid Waste Management Regulations require that the landfill operator must <br /> be able to provide adequate material of suitable quality to meet the cover requirements for <br /> landfills (Title 14, 17681). Table 1-5 (page 1-18) in the Final Design Study Report for the <br /> Austin Road Landfill Expansion -June , 1993 (FDSR) demonstrated the soil mass balance <br /> for the Austin Road Landfill site. The table calculated the major excavation and fill <br /> activities for the remaining life and closure of the existing landfill and the construction, <br /> operation,and closure of the proposed expansion. Since the preparation of this report,the <br /> Austin Road Landfill has modified daily cover operations to use alternate daily cover <br /> materials. This has decreased the volume of daily soil cover required (see attached letter <br /> from City of Stockton Department of Public Works). The soil mass balance estimate <br /> originally assumed that the daily cover to refuse ratio was 3:1. Based on the City's <br /> experience with alternate daily cover, the Department of Public Works recommends that <br /> the ratio be revised to 5:1. Table 1 below revises Table 1-5 "Excavation and Fill <br /> Requirements"based on the 5:1 ratio. The net fill required to be excavated from the borrow <br /> area located to the north of the existing landfill changes from 5,215,000 CY to 3,582,000 CY. <br /> This also revises the estimated depth of the borrow excavation from approximately 35 feet <br /> to approximately 24 feet <br /> File: 12-00112-10101-0103 <br /> C-\AAPF\AUST1N\CP\F1LLD0C <br />
