EL OORACC ST,REET
STOCKT'ON, CA 25202-1 SS7
January 24, 1996
Mr. Mark Ingham, Project Engineer
R.W. Beck
2101 Fourth Avenue, Suite 600
Seattle, WA 98121-2375
REVISED REFUSE/SOIL RATIO FOR THE AUSTIN ROAD LANDFILL
The City of Stockton has been performing Alternate Daily Cover(ADC) demonstration projects
at the Austin Road Landfill for several years. The City has already received approval from the
Local Enforcement Agency (LEA)to use a tarp for daily cover between the months of April to
November. In addition, the City is currently performing a year-long demonstration project using
ground green waste as ADC. The performance of the green waste to date has been excellent and
we anticipate LEA approval and the end of the demonstration period.
Because of the success of past and current ADC projects, the City of Stockton anticipates the use
of ADC until closure of the landfill. The current refuse to soil ratio of 3:1 noted in the
Closure/Postclosure Plan does not take into account the use of ADC. Therefore, this ratio must
be revised. Based on the amount of soil and ADC used over the past several years, it has been
determined that the refuse to soil ratio should be revised to 5:1.
If you have any questions, please contact me at(209) 937-8829.
_ ROBERT MURDOCH, P.E.
SENIOR CIVIL ENGINEER
cc: Stephen Chen
Mike Miller
"STOCKTON...CALIFORNIA'S SUNRISE SEAPORT"
