Miller <br /> Solid Waste Manager <br /> Department of Public Works <br /> City of Stockton <br /> 425 North El Dorado Street <br /> Stockton,California 95202-1997 <br /> Dear Mr. Miller: <br /> Subject: AUSTIN ROAD LANDFILL EXPANSION - <br /> LANDFILL SETTLEMENT LETTER REPORT <br /> 1.0 INTRODUCTION <br /> The purpose of this letter report is to evaluate the effects of differential settlement on the <br /> landfill liner system and final cover for the Austin Road Landfill Expansion, as required by the <br /> California Code of Regulations. CCR 14 17776 requires an evaluation of the final site <br /> configuration to deter-mine the anticipated differential settlement during the post-closure <br /> period. CCR 23 2597(a)(8) requires an evaluation of anticipated settlement due to <br /> decomposition and compaction of wastes and subsidence of underlying natural geologic <br /> materials. This report is to be used as supporting analysis for the Austin Road Landfill <br /> Expansion Report of Disposal Site Information (RDSI) and Preliminary Closure and Post- <br /> closure Plans. <br /> The Austin Road Landfill Expansion is planned to be sequentially developed in a series of <br /> Phases. Phases I through IV are referred to as the horizontal expansion. The horizontal <br /> expansion landfill liner system will be constructed over native soil material. Phases V and VI <br /> are referred to as the vertical expansion. The vertical expansion liner system will be <br /> constructed over the final cover of the existing Austin Road Landfill. Figure 1 shows the <br /> horizontal and vertical expansion site plan, and Figure 2 shows a typical section through the <br /> existing landfill,the horizontal expansion landfill,and vertical expansion landfill. <br /> The primary issues in regard to differential settlement identified for the Austin Road Landfill <br /> Expansion are: <br /> ■ Changes in final closure grades due to settlement. <br /> ■ Possible loss of liner or cover integrity due to settlement. <br /> ■ Changes in vertical expansion liner and leachate collection system grades due to <br /> settlement. <br /> WW-1811-CAl-AA/3110 Austin Road Landfill Expansion August 2,1995 <br /> ML1033.DOC Landfill Settlement Page 1 <br />
