Also, state implementation may <br /> produce some further modifications on how the Rule is applied. <br /> 3.0 ESTIMATED LFG GENERATION AND EMISSION RATES <br /> 3.1 Model Assumptions <br /> The proposed Rule LFG gas emission model was used to calculate the estimated generation <br /> and emission rates for the Austin Road Landfill Expansion for both methane and NMOC. <br /> The standard Rule default values for LFG generation rate, methane generation potential, <br /> and NMOC concentrations were used to essentially perform a Tier One analysis. As <br /> mentioned above, the default value of 4,000 ppm for estimating the NMOC concentration <br /> in the LFG is very high. The EPA has conducted a limited pilot study at six landfills to <br /> determine the NMOC concentrations as evaluated for a Tier Two analysis. These <br /> concentrations ranged from 330 ppm to 1,016 ppm, with an average concentration of <br /> 428 ppm. To obtain a more realistic estimate of NMOC emissions for the Austin Road <br /> Landfill Expansion, the NMOC emissions were also calculated assuming NMOC <br /> concentrations of 1,000 ppm and 500 ppm. Five hundred (500) ppm is considered here to <br /> be a reasonable estimate of anticipated NMOC concentrations and 1,000 ppm is expected to <br /> represent the upper limit of anticipated NMOC concentrations for the Austin Road Landfill <br /> Expansion. Calculations were performed using EPA's "LandfiII2" computer model <br /> (EPA-600/8-90).
