• Flare Combustion Temperature
• NMOC Reduction
• Performance and Down-Time Periods
Also, six separate reports are required under the Rule:
• Initial Design Capacity Report
• Amended Design Capacity Report(if required)
• NMOC Emissions Rate Report
• Landfill Closure Report
• Equipment Removal Report
• Semi-Annual Compliance Report
It should be remembered the Rule has not been promulgated to date and that the final rule
may have modifications to the above requirements. Also, state implementation may
produce some further modifications on how the Rule is applied.
3.0 ESTIMATED LFG GENERATION AND EMISSION RATES
3.1 Model Assumptions
The proposed Rule LFG gas emission model was used to calculate the estimated generation
and emission rates for the Austin Road Landfill Expansion for both methane and NMOC.
The standard Rule default values for LFG generation rate, methane generation potential,
and NMOC concentrations were used to essentially perform a Tier One analysis. As
mentioned above, the default value of 4,000 ppm for estimating the NMOC concentration
in the LFG is very high. The EPA has conducted a limited pilot study at six landfills to
determine the NMOC concentrations as evaluated for a Tier Two analysis. These
concentrations ranged from 330 ppm to 1,016 ppm, with an average concentration of
428 ppm. To obtain a more realistic estimate of NMOC emissions for the Austin Road
Landfill Expansion, the NMOC emissions were also calculated assuming NMOC
concentrations of 1,000 ppm and 500 ppm. Five hundred (500) ppm is considered here to
be a reasonable estimate of anticipated NMOC concentrations and 1,000 ppm is expected to
represent the upper limit of anticipated NMOC concentrations for the Austin Road Landfill
Expansion. Calculations were performed using EPA's "LandfiII2" computer model
(EPA-600/8-90). Model output is attached to this report.
WW-1811-CAl-AA/3110 Austin Road Landfill Expansion August 3, 1995
ML1037.DOC Landfill Gas Generation and Emissions Page 4
