Assumptions,when <br /> necessary,are identified in the discussion. <br /> C�m<lative I?ev_�l <br /> In conformance with CEQA,this EIR evaluates cumulative effects of agency-approved projects <br /> under construction,approved projects not yet under construction,and unapproved but reasonably <br /> foreseeable future projects,within the geographic area of potential impacts of the landfill project. <br /> A discussion of cumulative effects is provided in conjunction with each project impact <br /> discussion. <br /> ,,, tPrrr,ination of Si �sstlf& <br /> CEQA Guidelines Section 15382 defines a significant effect on the environment as"a <br /> substantial,or potentially substantial,adverse change in any of the VhX§kd conditions within the <br /> area affected by the project. . ."(emphasis added). In identifying the significant impacts of the <br /> project,therefore,this EIR concentrates on the project's substantial physical effects,and upon <br /> mitigation measures to avoid,reduce,or alleviate those effects. Although CEQA does not <br /> require that the EIR discuss,or that the Lead Agency impose,mitigation measures for non- <br /> physical impacts and physical impacts that are not potentially significant,this EIR also evaluates <br /> and suggests mitigation measures for some of the adverse impacts in order to create a better <br /> project that minimizes project impacts. <br /> I.9 <br />
