Where these elements could have an effect on the course of the environmental impact analysis,this EIR presents reasonable assumptions about the design. These assumptions,where necessary,are based on conservative "reasonable worst case"analyses that tend to overstate project impacts. Assumptions,when necessary,are identified in the discussion. C�m<lative I?ev_�l In conformance with CEQA,this EIR evaluates cumulative effects of agency-approved projects under construction,approved projects not yet under construction,and unapproved but reasonably foreseeable future projects,within the geographic area of potential impacts of the landfill project. A discussion of cumulative effects is provided in conjunction with each project impact discussion. ,,, tPrrr,ination of Si �sstlf& CEQA Guidelines Section 15382 defines a significant effect on the environment as"a substantial,or potentially substantial,adverse change in any of the VhX§kd conditions within the area affected by the project. . ."(emphasis added). In identifying the significant impacts of the project,therefore,this EIR concentrates on the project's substantial physical effects,and upon mitigation measures to avoid,reduce,or alleviate those effects. Although CEQA does not require that the EIR discuss,or that the Lead Agency impose,mitigation measures for non- physical impacts and physical impacts that are not potentially significant,this EIR also evaluates and suggests mitigation measures for some of the adverse impacts in order to create a better project that minimizes project impacts.
