"Until a countywide integrated waste management plan has been approved by <br /> the C ...,no person shall establish or expand a solid waste facility or transformation <br /> facility unless the city or county in which the site is located makes a finding that the <br /> establishment or expansion of the facility is consistent with the applicable general plan of the <br /> city or county." A facility shall be deemed to be consistent with the general plan only if both of <br /> the following requirements are met: "the facility is located in a land use designated or <br /> authorized for solid waste facilities in the applicable city or county general plan and the land <br /> uses which are authorized adjacent to,or near,the facility ane compatible with the establishment, <br /> or expansion of,the solid waste disposal facility or transformation facility." <br /> Therefore,any proposed expansion areas in the County,not annexed by the City,would require a <br /> finding of consistency with the County General Plan by the County Board of Supervisors(Paul, <br /> 1993). <br /> ACCESS AND TRUCK HAULING ROUTES <br /> Vehicular access to the site is from Austin Road on the east side of the site,which intersects both <br /> French Camp Road,3.5 miles south of the site,and Mariposa Road two miles north of the site. <br /> State Highway 99,which connects Manteca with Stockton,is located two miles west of the site. <br /> Interchanges on Highway 99 at French Camp Road and Mariposa Road provide convenient <br /> freeway access. State Highway 99 is a four lane divided freeway,maintained by the State of <br /> California and the local roads are two lane asphalt surfaced,all weather roadways maintained by <br /> the County of San Joaquin. Access roads to the site can be seen on Figure 11.2. <br /> ADJACENT LAND USES <br /> Adjacent land uses include the Forward,Inc.Landfill to the south,agricultural lands to the east <br /> and west,and a juvenile and women's prison to the north. The Forward,Inc.Landfill is <br /> approximately 1,200 feet south of the existing landfill and occupies 157 acres. The Forward, <br /> Inc.Landfill consists of Class II and Class III landfill units,is privately owned and operated,and <br /> is used exclusively by commercial waste haulers. Forward Inc.,is proposing to reclassify its <br /> Class III area to Class II,as described earlier in this EIR. The properties to the east and west of <br /> the landfill are planted with row crops. The closest residences at 9621 and 9690 Austin Road, <br /> are located at distances of about 1,250 and 1,700 feet,respectively,to the southeast of the <br /> j <br /> IIA <br />
