III. Environmental Setting,Impacts,and Mitigations A. �1�E PLANS AND POL-ICIES SETTING Agricultural Potential of the Site On-site soils in the expansion areas of the project site are designated as"prime" in the San Joaquin County General Plan. The agricultural are currently in use for row-crap cultivation. The entire project site is located within the California Department of Conservation Farmland Mapping and Monitoring Program. (Refer to Section III.J,Geology,Soils and Seismicity,for further discussion of agricultural viability of site soils.) Existing Uses on Adjacent Lands Land uses within 1,000 feet surrounding the existing and proposed landfill site include agriculturally-used lands,the Forward,Inc.Landfill south and southeast of the site,and the Northern California Youth Center and an associated prison for women north of the project site. Two residences are located within 1,000 feet of the site,one residence is within the proposed expansion area(Brocchini Property)and the second is approximately 500 feet east of the southeast comer of the proposed expansion site. The Stockton Metropolitan Airport is approximately one and one-half miles northwest of the project site(see Figure M A.1). The Forward,Inc.Landfill is a 157-acre Class III landfill adjacent to the southeast boundary of the proposed Austin Road Landfill expansion area. The site includes landfill waste management areas for waste treatment and disposal;a transfer station/resource recovery facility for separating,sorting and recycling activities;and,storage and support areas. Access to the facility is through Austin Road near the northeast boundary of their site. The Forward,Inc.Landfill is proposing to convert some Class III disposal areas of the site to Class II use. City of Stockton General Plan Section 15125 of the California Environmental Quality Act(CEQA)Guidelines requires an EIR to identify any inconsistencies between a proposed project and applicable local, general and III.A.1
