M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Goal 2: Guide new industrial development to locations where industrial.activities will not <br /> conflict with neighboring land uses. <br /> Policy 1: Industrial development shall be discouraged in locations where access conflicts with <br /> neighboring land uses. <br /> Policy 2: Industrial development should incorporate various design measures to minimize <br /> negative impacts on nearby land uses. <br /> Policy 3: Industrial uses near the Stockton Metropolitan Airport shall be guided by the <br /> policies of the Airport Land Use Commission. <br /> Policy 4: Commuting distances between residential concentrations and employment centers <br /> shall be minimized. <br /> Policy 5: New residential developments shall be located to avoid conflicting with existing or <br /> planned industrial uses. <br /> Policy 6: Ensure an adequate separation between sensitive land uses(residential,educational, <br /> health care)and industrial land uses to minimize land use compatibility problems, <br /> associated odors and air pollution emissions from industrial areas. <br /> Land uses adjacent to the existing and proposed landfill site are primarily agricultural and <br /> landfill uses,both of which are generally compatible. Nearby uses that would be less compatible <br /> with the proposed project include the residences approximately 1,250 to 1,700 feet to the south <br /> and east,a youth detention center and associated women's prison about 1,900 feet to the north, <br /> and the Stockton Metropolitan Airport approximately one and one-half miles to the northwest. <br /> The nearest residence would be removed under the project. The nearest remaining residence <br /> would be approximately 500 feet from the landfill expansion boundary. Approximately three <br /> other residences would be within one mile of the expanded landfill boundaries. The Northern <br /> California Youth Center living areas would be approximately 1,900 feet from the actual landfill <br /> ama and about 300 feet from the CYA land that would be used as a soil borrow area(see <br /> Figure M.A.2). The proposed project site would be relatively close to the City of Stockton,the <br /> largest population center in the County. The proposed project would not be in conformance with <br /> all provisions of the San Joaquin County Airport Land Use Commission Policy document. <br /> (Refer to Impact A.3 of the Impacts section,below.) <br /> Goal 3: Encourage,facilitate and assist the location of new industry,and the expansion of <br /> existing industry in the City of Stockton. <br /> Policy 4: Continue to support and assist the efforts of other local agencies and organizations in <br /> their efforts to attract new job-generating industrial firms to Stockton and San <br /> Joaquin County. <br /> III.A.5 <br />
