i <br /> i <br /> Section 1 <br /> LANDFILL EXPANSION ISSUES <br /> 1.0 INTRODUCTION <br /> The purpose of this report is to provide the City of Stockton and various regulatory agencies with <br /> backup material for the proposed Austin Road Landfill Expansion. Both the concomitant drawings <br /> and this report provide information at the preliminary conceptual design level. Additional efforts <br /> will be needed prior to actual development and construction of the expanded landfill. <br /> This particular section of the report addresses many Issues regarding the proposed landfill <br /> expansion. Landfill plans, site capacity and service life,the liner and leachate collection system, <br /> the stockpiled sludge at the landfill, cover material, surface water control, and the landfill gas <br /> control system are all discussed. Some of the information used was obtained from the Revised <br /> Preliminary Design Study Report, March 1992. That report is hereby included as part of this <br /> report as Appendix A. <br /> 1.1 LANDFILL PLANS <br /> I The existing acreage which is permitted at the Austin Road Landfill is 187.015 acres of which <br /> 1.565 acres is deeded for Newcastle Road right-of-way and 16.545 acres is dedicated as a flood <br /> control easement for Little Johns Creek for a net availability of 168.905 acres. This permitted <br /> area is divided into the fill area north of the creek, which constitutes 123.905 acres, and the <br /> borrow area south of the creek, which constitutes 45 acres. The City of Stockton owns these <br /> parcels. <br /> Furthermore, the City owns an adjacent parcel of 126.370 acres north of the current landfill. <br /> Specific facilities which will definitely be constructed on this land include the entrance and <br /> I administration facilities, which are estimated to require approximately six acres, and a temporary <br /> hazardous materials storage facility, which is estimated to require approximately one-half acre. <br /> In addition, six acres are set aside for the potential siting of a Material Recovery Facility (MRF) <br /> and 13 acres for a potential future composting or co-composting operation. Excavation for cover <br /> material as well as placement of the above described facilities will occur on this parcel;however, <br /> no solid waste fill operations will be performed on this parcel. The excavated areas will be <br /> reclaimed with 3:1 slopes and revegetated with similar materials to those used in landfill closure <br /> operations. Periodic inspections and maintenance of slopes and vegetation will be required. <br /> i The City intends to purchase a second contiguous parcel located south of the existing landfill and <br /> east of the existing 45-acre borrow area. This parcel is owned by Brocchini Farm, Inc. and is <br /> 85.582 acres in size.
