SECTION 1 -LANDFILL DCPANSION ISSUES Page 1-16 <br /> Citation Regulation Design Element <br /> CCR 258.21 Cover Material Requirements: Daily cover will consist of a <br /> (a) ... all MSWLF units must cover disposed solid minimum of six inches of <br /> waste with six inches of earthen material at the compacted soil. <br /> end of each operating day... <br /> (b)Alternative materials of an alternative <br /> thickness...may be approved.. <br /> (c)The Director of an approved State may grant a <br /> waiver...extreme seasonal climatic conditions.. <br /> CCR 258.40 (b) Compost liner...flexible membrane liner(FML) .. Composite liner consists of a <br /> and .. at least two-foot layer of compacted soil 60-mil minimum HDPE <br /> with hydraulic conductivity of no more than geomembrane and a two foot <br /> 1 x 10''cm/sec. compacted clay layer with a <br /> maximum hydraulic conductivity <br /> of 1 x 10`7 cm/sec. <br /> CCR 258.60 (a)(1) Closure criteria:The infiltration layer must be A geomembrane final cover <br /> comprised of minimum of 18"of earthen material with an underlying soil layer of <br /> that has a permeability less than of equal to the 18"with maximum permeability <br /> permeability of any bottom liner system or natural of 1 x 10 cm/sec. <br /> subsoils present, or a permeability no greater than <br /> 1 x 10'cm/sec. Several tests of alternative covers are being used in <br /> a <br /> I <br /> R.W.Bede and Associates City of Stockton <br /> 1811.002 <br />
