SECTION 2-SITE OPERATIONS PLAN Page 2-8 <br /> The landfill operator will designate the location for discharging the randomly selected waste load <br /> for inspection. As the vehicle is unloading, the driver will be instructed to pull forward, thus the <br /> unloaded waste will be formed into a long windrow. The windrow will then be tom down, using <br /> a rake and/or shovel, along both sides of the pile. While tearing down, the material will be <br /> carefully observed for any hazardous or other unacceptable wastes that may be discovered in the <br /> load. <br /> The load-check inspector will sample any freely draining liquids seen during the process of raking <br /> through the refuse. Simple field tests will be conducted on the samples, which will include <br /> measuring the pH, odor and color of the sample, plus any comments on the source of the liquids. <br /> These observations will be recorded on the data sheet for the load. Pictures and other samples <br /> will be taken, if appropriate. <br /> If any hazardous or other unacceptable wastes are identified, they will be handled according to <br /> the procedures described in the Contingency Plan section, later in this report. If known, the <br /> entities responsible for generating and delivering the wastes will be notified that the wastes were <br /> illegally disposed of, and will be charged for additional analysis and disposal costs as incurred. <br /> If the delivering entity is unknown, the City shall incur the clean-up costs. <br /> 2.1.6 On-Site Traffic Management <br /> Permanent traffic control signs should be placed in appropriate areas along the entrance road. <br /> Initial traffic routing will be conducted by the scale house attendant,who will direct incoming traffic <br /> to the current active area of the landfill. Refuse truck traffic control at the active area will be <br /> provided by an attendant (spotter) or by the operator of the compacting/ grading equipment, as <br /> required by traffic volume. <br /> 2.1.7 Waste Disposal <br /> The following is a discussion of the general procedures to be followed during landfiiling <br /> operations: <br /> 2.1.7.1 Placement of Initial Waste Layer on a New Cell and Procedures for Protecting <br /> the Landfill Liner <br /> Landfilling at the Austin Road Landfill will be by systematically filling and covering daily cells and <br /> confining operations to a limited area. Wherever possible, filling will be accomplished "up" from <br /> roads built over refuse to maximize compaction. The exception to this procedure is in the <br /> placement of the initial layer in a new cell. <br /> The greatest initial challenge facing the landfill operator when opening a new cell and placing the <br /> initial waste layer is in maintaining the integrity of the geomembrane and sand drainage blanket. <br /> The following paragraphs focus on specific measures that will be taken to protect the liner while <br /> maintaining efficient operations. <br /> Motor vehicles must never be allowed to drive directly over the geomembrane, anchor trench, <br /> and/or the sand drainage layer.
