Page 2-21 SECTION 2-SITE OPERATIONS PLAN
o Immediately radio for on-site assistance including the site operations manager or site
supervisor and water tank truck.
o Immediately call 911 for emergency assistance.
o Equip all fire personnel with protective clothing and respirators to suppress fire until off-site
assistance arrives.
m When the emergency is over, clean up the affected area, put the response equipment
back in readiness, and re-stock response supplies.
n Major fires or explosions should be reported to the County Department of Public Health.
v Review the contingency plan, assess its effectiveness, and make appropriate amendments
to improve it.
2.3 WET WEATHER DISPOSAL PROCEDURES
2.3.1 General Operation
Preparation for rainy winter operations is an ongoing activity. Proper preparation will mean that
I precipitation falling on the landfill flows away from the working face, or is impeded from reaching
the face. This reduces the chance for water/refuse contact and helps keep the working face and
surrounding area as dry as possible. Berms, ditches and/or sandbags placed up-slope from the
working face can be used to divert water to the storm sewer system or to infiltration ponds.
Excessive rainfall will affect drainage and daily/intermediate cover materials differently. Generally,
it is best to wait for drier weather conditions prior to handling sand used in a drainage blanket in
order to avoid contamination by fines. Cover soils should be compacted and sloped after
placement to carry water to a lower elevation and prevent ponds from collecting over the refuse.
The landfill operator may choose to cover stockpiled soils with a flexible membrane liner (FML)
to prevent erosion due to excess water runoff during excessive and/or prolonged rainfall. The
FML should be secured with sandbags or similar items to prevent it from blowing away.
With the creek realignment, some areas around the circumference of the landfill and adjacent to
the creek are designated as flood plain areas, and the operator should recognize that flooding
may occur in these areas during periods of excessive rainfall. These potential flooding areas are
_. shown on the final grading
The Waste Discharge Requirements for the Austin Road Landfill requires the following:
n Surface drainage from tributary areas and internal site drainage from surface or
subsurface sources shall not contact or percolate through wastes.
a Annually, prior to the anticipated rainy season, any necessary erosion control measures
shall be implemented, and any necessary construction, maintenance, or repairs of
City o`Stockton R.W.Beck and Associates
1811.002
