WASTE DISCHARGE REQUIREMENTS -4- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> A. Discharge Prohibitions: <br /> 1. Discharge of treated wastewater at a location or in a manner different from that <br /> described in Finding No. 2 is prohibited. <br /> 2. The by-pass or overflow of wastes to surface waters is prohibited, except as allowed <br /> by Standard Provision A.13. <br /> B. Effluent Limitations: <br /> 1. Effluent from the groundwater treatment plant shall not exceed the following limits: <br /> 30-Day Daily <br /> Constituents Units Median Maximum <br /> 1,1 Dichloroethane µg/1 <0.5 <br /> 1,2 Dichloroethane µg/1 <0.38 <br /> Vinyl Chloride µg/1 <0.5 <br /> Tetrachloroethylene µg/I <0.5 <br /> Trichloroethylene µ9/1 <0.5 <br /> Total VOCs µg/1 1.0` <br /> * The sum of the concentrations of volatile organics in any single sample shall not <br /> exceed 1 µg/l. <br /> 2. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 3. The average daily discharge flow shall not exceed 580,000 gallons. Upon expansion of <br /> the treatment system and approval of the Executive Officer,the average daily <br /> discharge may be increased up to 790,000 gpd. <br /> C. Solids Disposal: <br /> 1. Collected screenings, sludges, and other solids removed from the treated groundwater, <br /> or generated as the result of groundwater treatment, shall be disposed of in a manner <br /> approved by the Executive Officer. <br />
