RDSI SECTION
REG. CITATION
RESPONSE I
REFERENCE
III.A.7. Gas Management Plan
14 CCR 18222(m)
Currently, a portion of the existing landfill has an active
Appendix 1, FDSR
extraction system operated by Pacific Energy used to operate
Sec. 1.7, Pages 1-28
an electrical generation plant located on facility property. The
to 1-29
Pacific Energy facility is shown on Drawing P1. It is proposed
Appendix B,
that future expansion areas use an active type extraction
CEP Dwg. P1,
system using a system of gas extraction wells and/or
CEP Dwg. P8,
collection trenches. A conceptual gas plan by phase
CEP Dwg. P9,
development is shown on Drawings P9 and P10.
CEP Dwg. P10
III.A.8. Groundwater Monitoring
14 CCR 18222(1)
The current groundwater monitoring program is contained in
Appendix K, Water
Plan
Order No. 96-175, Waste Discharge Requirements For City of
Discharge
Stockton Austin Road Landfill Facility issued by the California
Requirements, Order
Regional Water Quality Board. Revisions to the groundwater
No. 96-175
monitoring program will require amendments to the RDSI.
Appendix
CEP Dwg. P1
III.A.9. Representative Cross
Five representative landfill cross sections are shown on
Appendix B,
Sections
Drawing P5. These sections show the existing landfill, the
CEP Dwg. P5
vertical and horizontal expansion phases, and the final landfill
grade. Sections A, B, C, and D are cut north -south through a
leachate collection trench and sump for Phases 1, 11, 111, and IV
respectively. Section F is cut east -west through Phases 1, 11,
III, and IV'showing the drainage slope to the leachate
collection trenches, the top of the landfill is shown as a
projection beyond the section cut.
Sections show specific design elements of the liner, leachate
collection system, cover system, surface water system are
discussed in Section 1- below.
III.A.10. Design Details
23 CCR 2542 (Liner
Liner Svstem: Liner system is a composite liner consisting of
Appendix B,
System)
a 2 foot clay liner (max. permeability 1 x 10-7 cm/sec) overlaid
CEP Dwg. P6
by a geomembrane. For final design, a geosynthetic clay liner
Appendix 1, FDSR
(GCL) may be substituted for the 2 foot clay liner. See
Sec. 1.3.3, Pages
Drawing P6 for typical liner details.
1-8 to 1-9
14 CCR 17773,
Final Cover - Existing Landfill: Final covering existing landfill
Appendix B,
23 CCR 2581 (Final Cover)
areas would consist of a 2 -foot foundation layer and a 1 -foot
CEP Dwg. P6
minimum soil barrier (max. permeability 1 x 10-6 cm/sec) with
Appendix 1, FDSR
a 1 -foot minimum topsoil layer.
Sec. 1.5.3 Page 1-17
Final Cover - Expansion Landfill: Final cover for expansion
landfill areas will consist of a composite cover system an 18
