0 0 <br /> Permitting and Enforcement Committee Meeting January 15, 1998 <br /> Attachment 4 Agenda Item 99 <br /> CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> Resolution 98-19 <br /> CONSIDERATION OF A REVISED SOLID WASTE FACILITY PERMIT FOR THE <br /> ACME LANDFILL, CONTRA COSTA COUNTY <br /> WHEREAS, the Contra Costa County Health Services Department acting as the Local <br /> Enforcement Agency (LEA), has submitted to the Board for its review and concurrence with,or <br /> objection to, a revise Solid Waste Facility Permit(SWFP) for the Acme Landfill; and <br /> WHEREAS,the proposed permit is to allow following: change the waste stream at the site to <br /> only wood and green waste, construction and demolition debris, and other inert wastes. <br /> Municipal solid waste is no longer allowed. Change the operating days and hours from 7 a.m.— <br /> 5 p.m. seven days a week to 8 a.m.—4 p.m. Monday through Saturday. Reduce the acreage from <br /> 503.8 to 109. The site will consist of the east and south parcel. The permit will not include the <br /> north parcel, permanent transfer station, and borrow area; and <br /> WHEREAS,the LEA has determined that the project is categorically exempt from California <br /> Environmental Quality Act(CEQA) compliance under California Code of Regulations(CCR) <br /> Section 15301; and <br /> WHEREAS,Board Staff agrees that the cited CEQA exemption would be appropriate for the <br /> Board's environmental evaluation of the proposed project; and <br /> WHEREAS,the LEA has certified that the application package is complete and correct, and that <br /> the CEQA document that was prepared for the project supports the changes proposed by the <br /> permit. Furthermore,this project is categorically exempt from CEQA compliance under CCR <br /> Section 15301; and <br /> WHEREAS,Board staff have evaluated the proposed permit for consistency with the standards <br /> adopted by the Board; and <br /> WHEREAS,the Board finds that all state and local requirements for the proposed permit have <br /> been met, including consistency with Board standards, conformance with the County Integrated <br /> Solid Waste Management Plan, and compliance with the California Environmental Quality Act. <br /> NOW,THEREFORE,BE IT RESOLVED that the California Integrated Waste Management <br /> Board concurs in the issuance of Solid Waste Facility Permit No. 07-AA-0002. <br />
