k`i KLEINFELDER
S AIR QUALITY SOLID WASTE ASSESSMENT TEST
A Solid Waste Air Quality Assessment Test (SWAQAT) was performed at the Foothill
Sanitary Landfill by Emcon Associates during the fall of 1988. The Foothill Sanitary
Landfill is a Category I site under the testing guidelines prepared by the California Air
Resources Board. Therefore, the SWAQAT investigation included the following activities:
o Screening surface emissions.
o Measuring the composition of landfill gas.
o Monitoring ambient air at the site.
o Evaluating subsurface migration of landfill gas.
These activities are described in more detail in Emcon Associates' report entitled "Air
Quality Solid Waste Assessment Test, Foothill Sanitary Landfill, San Joaquin County,
California," dated September 1988. A copy of this report is included in Appendix G.
5.1 SUMMARY OF ACqIVITIES AND FINDINGS
The approximate locations of the monitoring facilities installed and used by Emcon
Associates are shown on Figure 1 of the Emcon AIR SWAT Report (Appendix G).
Surface emissions were screened on a 50,000-square foot integrated surface walk grid over
the landfill. Screening was performed with an Organic Vapor Analyzer (OVA 128), which
can detect concentrations of total organic compounds ranging from 2 to 1,000 parts per
million by volume (ppmv). Measurements were made approximately three inches above
the landfill surface. Benzene and 1,1,1-trichloroethane were detected in the surface
sampling at concentrations of 0.45 ppb and 0.25 ppb. The concentrations were below their
respective regulatory detection of 2 ppb and 0.5 ppb limits. No other volatile organic
constituents were detected.
5.1.1 Composition Of Landfill Gas
wells were installed. The location of the wells is shown on Figure
Five landfill gas sampling
2 of the Emcon AIR SWAT Report (Appendix G). These wells are driven approximately 8
FOOTHILL 31
