In April 1995, the site will begin receiving waste from the Tracy
Materials Recovery and Transfer Facility (TMRTF) located south of
the City of Tracy on MacArthur Drive. A relational map showing the
Foothill Sanitary Landfill, the LTS, and the TMRTF is depicted in
Figure 3 . The TMRTF will begin transfer operations to the site in
April 1995 upon closure of the Corral Hollow Sanitary Landfill.
This additional waste will increase the Foothill Sanitary
Landfill's average daily waste flow. If current waste quantities
continue, the daily average will increase from 450 to approximately
1000 tons per operating day, and the site's peak daily load of 720
tons per operating day will increase to 1500 tons per operating
day.
Once operational, the TMRTF will account for approximately 30% of
the Foothill site's waste stream. The LTS will then account for
approximately 60% of the site's waste stream. The remaining 10%
will consist of public self-haul and construction/demolition waste.
The average load capacity the site will receive on a yearly basis
projected over the next five years is shown below on Table 1.
The average load capacity is approximately 67% of the peak capacity.
TABLE 1
AVERAGE PROJECTED ANNUAL WASTE QUANTITIES
YEAR TONNAGE
1995 242, 000
1996 254, 000
1997 267, 000
1998 280, 000
1999 294, 000
Table 2 lists the various types of waste received and their
respective portion of the waste stream expressed in percent. This
data was taken from the County's most recent waste characterization
study.
The waste coming from the LTS is already weighed and recorded, as
Will also be true for the waste coming from the TMRTF, so the
transfer trucks proceed directly to the working face.
The quantity of self-haul incoming waste is estimated in cubic
yards by the gatehouse attendant. Commercial vehicles are weighed
at the gatehouse. All vehicles except those containing recyclables,
are directed to the working face. Any vehicle containing
recyclables is directed to the appropriate area for drop off of
recyclables. The access road is paved for easy access during
inclement weather.
Potable water is readily available from the on-site well. The well
provides water for the residence on-site, and for fire and dust
control. Washing facilities are available at the residence and at
4
