INFORMATION SHEET <br /> COUNTY OF SAN JOAQUIN AND FOOTHILL SANITARY LANDFILL, INC. <br /> FOOTHILL SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Foothill Sanitary Landfill is in San Joaquin County approximately 1 mile south of Shelton <br /> Road, on the east side of Waverly Road. The 800-acre site is owned and operated by the <br /> San Joaquin County Department of Public Works. <br /> Waste disposal activities have occurred within LF-1. To date approximately 80 acres have <br /> been tilled and LF-1 is estimated to reach capacity in 1999. LF-2 will be developed into 29 <br /> distinct but continuous modules, as shown in Attachment B which is incoroorated herein and <br /> made part of this Order. The first lined module is currently being excavated, and the soil is <br /> being used for daily and intermediate cover on the existing landfill area. When the lined <br /> module is being filled, the next module will be excavated, and the soil will be used for daily <br /> and final cover. This sequence will continue until the entire site is filled. The estimated site <br /> life for Foothill Sanitary Landfill is approximately 56 years. <br /> Land within 1000 feet of the facility is used for agriculture. The beneficial uses of <br /> groundwater are domestic, municipal, agricultural, and industrial supply. Surface drainage <br /> from the site is to the Delta via either Mormon Slough or Duck Creek. The beneficial uses <br /> of these surface waters are domestic, municipal, agricultural, and industrial supply; ground <br /> water recharge; recreation, stock watering; aesthetic enjoyment; fresh water replenishment <br /> and habitat; spawning; wildlife habitat; and the preservation and enhancement of fish, <br /> wildlife and other aquatic resources. The first water bearing formation is about 150 feet <br /> below the base of the landfill. The soils immediately underlying the landfill are cemented <br /> sandy silt and clay with varied layers of gravel. <br /> Waste Discharge Requirements are being updated to consolidate amendments (Order No. <br /> 93-200) made to previous WDR Order 91-020 and to recognize San Joaquin County's <br /> submission of a proposed monitoring program, which complies with Article 5 of Chapter 15. <br /> The new monitoring program combines the County's Article 5 monitoring proposal and <br /> RCRA Subtitle D monitoring requirements. Also included in the updated WDRs are <br /> composite liner requirements from Order 93-200, which required that any expansion of the <br /> landfill footprint atter 9 October 1993, will be on a composite liner. <br /> SER/EAS:rev. 23 Aug 1994 <br />
