2 .4 HAZARDOUS WASTE SCREENING
The County has developed a Load Checking Program designed in
accordance with Title 23 Chapter 15, Article 2 of the California
Code of Regulations. The program is included as Appendix B. The
program is aimed at finding prohibited waste before it is disposed
of and having the customer remove it from the site and dispose of
it at an appropriate facility.
A sign clearly stating prohibited wastes is located at the
gatehouse. In addition, all site personnel are trained in
identification and proper handling procedures of potentially
hazardous wastes that may enter the site. The hazardous waste
storage locker location is shown on Figure 4 .
Approximately 90% of the waste coming to the site originates from
the Lovelace Transfer Station, so much of the hazardous waste
screening for Foothill is performed at Lovelace. The remaining
waste stream is inspected by the gatehouse attendant for
potentially hazardous or prohibited wastes. This inspection
includes random and regular visual inspection. Please refer to
Appendix B for additional information.
The Foothill Sanitary Landfill will begin receiving waste from the
TMRTF in April 1995. Because the TMRTF facility will be
transferring waste to the Foothill site in the same manner as the
LTS, the waste will have already been screened for hazardous waste
at the TMRTF. Therefore no changes in the site's procedure for
screening hazardous waste are necessary.
Throughout the waste handling process, site personnel follow the
safety procedures established by the San Joaquin County Department
of Public Works to protect workers from hazardous materials. The
San Joaquin County Public Health Services is notified of any
incidents or actions taken. The County Office of Emergency
Services is notified in the event of a threat to human health. The
Sheriff's Department is notified of any vandalism, burglary or
other possible crime incidents at the site.
Agencies to be Notified
San Joaquin County San Joaquin County
Department of Health Services Sheriff's Department
Environmental Health Division 911 or (209) -468-4421
(209) 468-3420
San Joaquin County
Office of Emergency Services
(209) 468-3962
8
