2 .4 HAZARDOUS WASTE SCREENING <br /> The County has developed a Load Checking Program designed in <br /> accordance with Title 23 Chapter 15, Article 2 of the California <br /> Code of Regulations. The program is included as Appendix B. The <br /> program is aimed at finding prohibited waste before it is disposed <br /> of and having the customer remove it from the site and dispose of <br /> it at an appropriate facility. <br /> A sign clearly stating prohibited wastes is located at the <br /> gatehouse. In addition, all site personnel are trained in <br /> identification and proper handling procedures of potentially <br /> hazardous wastes that may enter the site. The hazardous waste <br /> storage locker location is shown on Figure 4 . <br /> Approximately 90% of the waste coming to the site originates from <br /> the Lovelace Transfer Station, so much of the hazardous waste <br /> screening for Foothill is performed at Lovelace. The remaining <br /> waste stream is inspected by the gatehouse attendant for <br /> potentially hazardous or prohibited wastes. This inspection <br /> includes random and regular visual inspection. Please refer to <br /> Appendix B for additional information. <br /> The Foothill Sanitary Landfill will begin receiving waste from the <br /> TMRTF in April 1995. Because the TMRTF facility will be <br /> transferring waste to the Foothill site in the same manner as the <br /> LTS, the waste will have already been screened for hazardous waste <br /> at the TMRTF. Therefore no changes in the site's procedure for <br /> screening hazardous waste are necessary. <br /> Throughout the waste handling process, site personnel follow the <br /> safety procedures established by the San Joaquin County Department <br /> of Public Works to protect workers from hazardous materials. The <br /> San Joaquin County Public Health Services is notified of any <br /> incidents or actions taken. The County Office of Emergency <br /> Services is notified in the event of a threat to human health.
