13 . 3 POSTCLOSURE MAINTENANCE PROGRAM <br /> A preliminary postclosure maintenance plan has been prepared <br /> according to CIWMB requirements. The plan will be implemented upon <br /> approval by regulatory agencies to verify that containment and <br /> monitoring facilities retain their integrity. The preliminary <br /> closure plan includes provisions for the routine evaluation of <br /> surface drainage control facilities, final vegetated soil cover <br /> areas, ground-water monitoring facilities, and access roads. <br /> Cracks in the final cover will be sealed. Any erosion damage will <br /> be repaired. Temporary berms, ditches, and straw mulch will be <br /> used to prevent further erosion damage to soil cover areas until <br /> weather conditions permit replacing eroded soil and reseeding. <br /> Such actions should preclude problems of leachate generation due to <br /> infiltration of surface water, gas venting through the cover, and <br /> insects and rodents that could be attracted by exposed refuse. <br /> The ground water, leachate, and landfill gas monitoring programs at <br /> the site will continue in accordance with the requirements of the <br /> RWQCB and CIWMB. <br /> 14. 0 MANAGEMENT ORGANIZATION <br /> The Foothill Sanitary Landfill is owned by San Joaquin County and <br /> operated by Foothill Sanitary Landfill, Inc. . The site foreman is <br /> employed by Foothill Sanitary Landfill, Inc. and occupies the on- <br /> site residence.
