PERIODIC SITE REVIEW FOR <br /> FOOTHILL SANITARY LANDFILL <br /> I. INTRODUCTION <br /> The Foothill Sanitary Landfill is located approximately 20 miles <br /> east of Stockton along the eastern boundary of San Joaquin County <br /> with Stanislaus County. The general location of the landfill is <br /> shown on Figure 1. The permitted site is shown on Figure 2 . <br /> The permitted site area is 800 acres which is owned by the County. <br /> The site is operated as a Class III sanitary landfill by Foothill <br /> Sanitary Landfill Incorporated. Foothill Sanitary Landfill Inc. <br /> operates the site under an operation agreement with the County. A <br /> copy of the operation agreement is contained in Appendix D of this <br /> Periodic Site Review. <br /> Permits for the site include Solid Waste Facility Permit Number 39- <br /> AA-0004 issued by the Environmental Health Division of the San <br /> Joaquin County Department of Public Health, which is the Local <br /> Enforcement Agency (LEA) ; and Waste Discharge Requirement Order <br /> Number 94-258, issued by the California Regional Water Quality <br /> Control Board, Central Valley Region (RWQCB) . Copies of these <br /> documents are contained in Appendix A of this Periodic Site Review. <br /> Following is a Periodic Site Review (PSR) for the Foothill Sanitary <br /> . Landfill. This report was prepared at the request of the LEA. <br /> In addition to this PSR, an updated Report of Disposal Site <br /> Information (RDSI) and Report of Waste Discharge (RWD) were <br /> prepared for the site. <br /> To comply with current regulations, the San Joaquin County <br /> Department of Public Works prepared the reports for the permit <br /> review. Much of the information discussed in the reports is <br /> similar, however, the PSR is more comprehensive and also contains <br /> an evaluation section. The PSR, RDSI, and RWD are written as <br /> separate reports. <br /> This PSR follows the suggested outline contained in the CIWMB <br /> Permit Desk Manual. It should be noted that all references in this <br /> report which refer to the LEA will refer to the Environmental <br /> Health Division of the San Joaquin County Department of Public <br /> Health, which is the LEA for the landfill. <br /> This PSR is supplemented to a great degree by the RDSI and RWD <br /> prepared for the site in March 1995 by the San Joaquin County <br /> Department of Public Works. The RDSI was submitted to the LEA and <br /> CIWMB on March 14, 1995. References will be made to specific <br /> sections or appendices of the RDSI for information required in this <br /> PSR. The RWD was submitted to the RWQCB on March 14, 1995, and is <br /> • also referenced in this report. The RDSI and RWD are included in <br /> 1 <br />
