PERIODIC SITE REVIEW FOR
FOOTHILL SANITARY LANDFILL
I. INTRODUCTION
The Foothill Sanitary Landfill is located approximately 20 miles
east of Stockton along the eastern boundary of San Joaquin County
with Stanislaus County. The general location of the landfill is
shown on Figure 1. The permitted site is shown on Figure 2 .
The permitted site area is 800 acres which is owned by the County.
The site is operated as a Class III sanitary landfill by Foothill
Sanitary Landfill Incorporated. Foothill Sanitary Landfill Inc.
operates the site under an operation agreement with the County. A
copy of the operation agreement is contained in Appendix D of this
Periodic Site Review.
Permits for the site include Solid Waste Facility Permit Number 39-
AA-0004 issued by the Environmental Health Division of the San
Joaquin County Department of Public Health, which is the Local
Enforcement Agency (LEA) ; and Waste Discharge Requirement Order
Number 94-258, issued by the California Regional Water Quality
Control Board, Central Valley Region (RWQCB) . Copies of these
documents are contained in Appendix A of this Periodic Site Review.
Following is a Periodic Site Review (PSR) for the Foothill Sanitary
. Landfill. This report was prepared at the request of the LEA.
In addition to this PSR, an updated Report of Disposal Site
Information (RDSI) and Report of Waste Discharge (RWD) were
prepared for the site.
To comply with current regulations, the San Joaquin County
Department of Public Works prepared the reports for the permit
review. Much of the information discussed in the reports is
similar, however, the PSR is more comprehensive and also contains
an evaluation section. The PSR, RDSI, and RWD are written as
separate reports.
This PSR follows the suggested outline contained in the CIWMB
Permit Desk Manual. It should be noted that all references in this
report which refer to the LEA will refer to the Environmental
Health Division of the San Joaquin County Department of Public
Health, which is the LEA for the landfill.
This PSR is supplemented to a great degree by the RDSI and RWD
prepared for the site in March 1995 by the San Joaquin County
Department of Public Works. The RDSI was submitted to the LEA and
CIWMB on March 14, 1995. References will be made to specific
sections or appendices of the RDSI for information required in this
PSR. The RWD was submitted to the RWQCB on March 14, 1995, and is
• also referenced in this report. The RDSI and RWD are included in
1
