Because the information contained in the RDSI and RWD <br /> is identical, only one may be referenced. <br /> Section XIII of this report, is an engineering evaluation which <br /> contains conclusions and recommendations. This evaluation of the <br /> site was performed by the Senior Solid Waste Engineer, who is a <br /> California Registered Civil Engineer. The conclusion of the <br /> report indicates that the landfill operations currently meet state <br /> minimum standards. In addition, recommendations are made to <br /> improve site operation, efficiency, and control. <br /> The engineering evaluation was performed using applicable <br /> guidelines contained in Title 14 of the California Code of <br /> Regulations, Chapters 3 and 5; Title 23 of the California Code of <br /> Regulations, Chapter 15, and also by reviewing inspection reports <br /> for the landfill on file with the LEA. Recommendations for the <br /> site were made by site observation and reference information <br /> contained in the Solid Waste Association of North America's (SWANA) <br /> Manager Of Landfill Operations training and certification manual. <br /> A. History of past operation: <br /> The Foothill Sanitary Landfill began operating in 1965. The <br /> operation of the landfill from 1965 to the present has generally <br /> remained the same. <br /> The site is operated as a Class III cut and fill operation <br /> generally accepting residential and commercial solid waste. <br /> Burning of waste occurred at the landfill from 1966, when a burn <br /> permit was issued to the site from the LEA, until 1968 when LEA <br /> permission of burning at landfills was discontinued. According to <br /> the site's previous and current permits, hazardous waste was not <br /> accepted at the site. <br /> The landfill is operated by Foothill Sanitary Landfill Inc. under <br /> an operations agreement with the County whereby the site has <br /> accepted waste from the Central County Area. Waste is transferred <br /> to the Foothill site from the Lovelace Transfer Station, located <br /> approximately 30 miles to the southwest of the landfill. The <br /> original agreement term was from 1965 to 1985 and was renewed in <br /> 1985 for an additional 20 year term or through the year 2005. The <br /> agreement was renegotiated in 1994, however the agreement term did <br /> not change. <br /> The waste from the Lovelace Transfer Station typically comprises 90 <br /> percent of the landfill waste stream. The landfill is also open to <br /> the public, which makes up the remaining waste volume. <br /> B. Current type of landfill operation: <br /> Aft.
