the Foothill site's waste stream. The LTS will then account for <br /> approximately 55% of the site's waste stream. The remaining 10% <br /> will consist of public self-haul and commercially hauled waste. <br /> D. Past design or operational deficiencies: <br /> Past operational deficiencies include placement of inadequate <br /> amounts of cover material, occasional litter problems, inadequate <br /> gas monitoring, presence of improperly abandoned wells, and <br /> irregular removal of refrigerator doors. These findings stem from <br /> a review of site inspection reports on file with the LEA, which are <br /> performed monthly. The reports reviewed are dated from 1993 to the <br /> present. <br /> The occurrence of these events, as documented by inspection <br /> reports, has diminished significantly. This indicates that <br /> landfill workers have made efforts to correct these deficiencies. <br /> Observation of the site by the San Joaquin County Department of <br /> Public Works Solid Waste Division engineering staff during the past <br /> two years and during compilation of this report found that these <br /> deficiencies have been eliminated. observations showed that daily <br /> cover is being placed adequately, litter control procedures are <br /> sufficient, quarterly gas monitoring and reporting requirements <br /> are being met, all old wells have been properly abandoned, and <br /> greater efforts are made to promptly remove refrigerator doors. <br /> Recommendations regarding these procedures can be found in Section <br /> XIII. <br /> E. Design and operational changes: <br /> Operations for future landfilling at the site will be carried out <br /> as described in the December 1991 operations Plan for the site, <br /> which is contained in appendix F of this PSR. This report presents <br /> construction methods, design features and future operations for the <br /> site. <br /> F. Recycling and composting: <br /> Limited recycling of metals, tires, white goods, and agricultural <br /> chemical containers is currently performed at the site. Composting <br /> is not performed at the Foothill Sanitary Landfill. The County is <br /> proposing to perform more recycling at the site as part of this <br /> permit revision. Additional proposed recycling includes wood, <br /> glass and other recyclables. <br /> G. Landscaping and irrigation: <br /> The final design grades proposed for the site are presented in the <br /> January 1994 Preliminary Closure Plan for the site which is <br /> supplemented by design drawings. The Preliminary Closure Plan is <br /> appendix A of the 1995 RDSI. The 1995 RDSI is referenced as <br /> 6 <br />
