the Foothill site's waste stream. The LTS will then account for
approximately 55% of the site's waste stream. The remaining 10%
will consist of public self-haul and commercially hauled waste.
D. Past design or operational deficiencies:
Past operational deficiencies include placement of inadequate
amounts of cover material, occasional litter problems, inadequate
gas monitoring, presence of improperly abandoned wells, and
irregular removal of refrigerator doors. These findings stem from
a review of site inspection reports on file with the LEA, which are
performed monthly. The reports reviewed are dated from 1993 to the
present.
The occurrence of these events, as documented by inspection
reports, has diminished significantly. This indicates that
landfill workers have made efforts to correct these deficiencies.
Observation of the site by the San Joaquin County Department of
Public Works Solid Waste Division engineering staff during the past
two years and during compilation of this report found that these
deficiencies have been eliminated. observations showed that daily
cover is being placed adequately, litter control procedures are
sufficient, quarterly gas monitoring and reporting requirements
are being met, all old wells have been properly abandoned, and
greater efforts are made to promptly remove refrigerator doors.
Recommendations regarding these procedures can be found in Section
XIII.
E. Design and operational changes:
Operations for future landfilling at the site will be carried out
as described in the December 1991 operations Plan for the site,
which is contained in appendix F of this PSR. This report presents
construction methods, design features and future operations for the
site.
F. Recycling and composting:
Limited recycling of metals, tires, white goods, and agricultural
chemical containers is currently performed at the site. Composting
is not performed at the Foothill Sanitary Landfill. The County is
proposing to perform more recycling at the site as part of this
permit revision. Additional proposed recycling includes wood,
glass and other recyclables.
G. Landscaping and irrigation:
The final design grades proposed for the site are presented in the
January 1994 Preliminary Closure Plan for the site which is
supplemented by design drawings. The Preliminary Closure Plan is
appendix A of the 1995 RDSI. The 1995 RDSI is referenced as
6
