maintained by San Joaquin County. An entrance access road <br /> connects the disposal area to Waverly Road. Roads leading to <br /> the site have been adequately planned and engineered by the <br /> County of San Joaquin to accommodate the traffic. All roads <br /> are built for two-way traffic, and the site is located in a <br /> fairly remote area. <br /> 7 . Noise, litter, dust and odor: <br /> Descriptions of site conditions relating to, and the methods <br /> used for controlling odor, dust and litter at the landfill are <br /> contained above in Sections III (M) , (D5) and (D6) , <br /> respectively. <br /> Noise at the landfill is controlled by using proper noise <br /> suppression mufflers on landfill equipment. Noise generated <br /> by landfill activities is not expected to be a problem because <br /> the site is extremely remote. <br /> 8. Visual access: <br /> Access routes to the site are provided with signs furnished by <br /> the County of San Joaquin; however, the site is located in a <br /> remote area. The landfill area is not visible from any major <br /> road. The site is located roughly in the center of 800 acres <br /> of pasture land. There are two single family residences on <br /> adjoining parcels that have a limited view of the site. <br /> 9. Recycling and composting: <br /> Since most of the waste comes from the Lovelace Transfer <br /> Station, much of the possible recycling has already been <br /> performed prior to entering the site. However, a recycling <br /> program is planned for the Foothill Sanitary Landfill to <br /> reduce waste entering the landfill from self-haul and <br /> commercial trucks. The recycling program will be instituted <br /> to help meet AB 939 waste diversion goals. <br /> The recycling program will include the following materials: <br /> White goods, metals, tires, paper, plastics, glass, wood/yard <br /> waste, and other recyclable materials. These materials will <br /> be pulled from the waste stream by landfill personnel. Some <br /> materials will be placed in bins and hauled to market when <br /> they are full. Wood/yard waste, metals, and tires will be <br /> stockpiled until a sufficient quantity exists for processing. <br /> Bin storage and stockpile locations will vary depending on the <br /> location of fill operations. The estimated size of material <br /> stockpiles will not exceed 200 feet long by 200 feet wide and <br /> 25 feet high. It is anticipated that the larger recyclable <br /> materials such as scrap metal, wood waste, yard waste, and <br /> tires will not remain onsite for any longer than six months. <br /> Tires will be stored in an enclosed trailer or an open trailer <br /> 25 <br />
