optimum moisture content in a single lift. The foundation <br /> layer will be compacted to provide a good base for placement <br /> and compaction of the clay layer. The clay layer will be <br /> compacted at slightly above optimum moisture to obtain a <br /> minimum 90% percent relative compaction, or until in-place <br /> permeability testing yields hydraulic conductivity of 1 X 10-6 <br /> cm. /sec. or less. It may be necessary to import clay to meet <br /> the specified permeability. <br /> 12 . Fire control: <br /> Fire is controlled first by inspection of incoming loads. <br /> Second, the refuse is compacted into tight cells and covered <br /> daily. The use of daily cells and cover procedures limits the <br /> amount of oxygen available for the spread of fires within the <br /> fill and also helps to confine any such fires to the <br /> originating cell. <br /> In the event of a f ire within the f ill, the primary method <br /> employed to extinguish the fire is to push the burning waste <br /> to one area and then cover it with earth to smother the <br /> flames. As a backup, a pressure system with fire nozzles and <br /> hoses is maintained in close proximity to the dumping area to <br /> allow the application of water. Fires which may escape the <br /> immediate dump site are suppressed by use of the available <br /> water trucks. <br /> 13 . Special and hazardous waste: <br /> As a Class III landfill, the Foothill Sanitary Landfill does <br /> not accept any special or hazardous wastes. The County <br /> employs a Hazardous Waste Exclusion Program at the site. The <br /> purpose of this program is to screen out hazardous waste. <br /> This is accomplished by gate attendants and traffic directors <br /> checking incoming loads for hazardous waste at the LTS and the <br /> Foothill Sanitary Landfill. For additional information, <br /> please refer to the site's Hazardous Waste Exclusion Program, <br /> which is appendix B of the 1995 RDSI. <br /> 14. Buildings and utilities: <br /> A 1,443 square foot, three bedroom, wood-framed single family <br /> dwelling serves as the residence of the on-site manager. In <br /> addition to the managers residence, the following buildings <br /> and installations are contained on the site. <br /> a) A 40 X 80 foot wood-framed metal shop building. <br /> b) A single-wide mobile home. <br /> C) A scalehouse and 70 foot scale. <br /> b) A 30 h.p. water well with 1000 gal. pressure tank and <br /> pump house. <br /> 28 <br />
