SITE SURFACE DRAINAGE <br /> The landfill storm drainage design criteria and calculations are <br /> contained in Appendix C of the Preliminary Closure Plan. <br /> XIII. ENGINEERING• EVALUATION <br /> Following is an evaluation of the Foothill Sanitary Landfill operations <br /> and engineering as they relate to state minimum standards and also <br /> recommendations for improving these elements. As mentioned in the <br /> introduction (Section I. ) , the Foothill Sanitary Landfill is currently <br /> operated to meet state minimum standards. The evaluation below was <br /> developed using field observation and review of existing site plans. <br /> The discussion will address field operations and Site engineering in <br /> separate sections. <br /> 1p This engineering review and the recommendations which follow were <br /> prepared by the San Joaquin County Department of Public Works. The <br /> County has an agreement with Foothill Sanitary Landfill to accept County <br /> waste, and therefore, the County requires that the site be operated in <br /> an environmentally sound and operationally efficient manner. The <br /> recommendations which follow are procedures to be implemented to achieve <br /> the standards desired by the County. These standards, in many cases, <br /> are more detailed, prescriptive and stringent than State minimum <br /> Standards; however, they are viewed as minimum procedures to be <br /> undertaken for proper operation of the landfill. Therefore, the <br /> recommendations are stated as actions which will be undertaken. <br /> A. Field operations: <br /> 1. Evaluation• <br /> Field operations are carried out as described in Section VII, <br /> above. Site operating personnel perform adequate control of <br /> the incoming waste and covering of the waste to control <br /> nuisances described in Section VII. The site landfilling <br /> procedures are good with regard to site drainage. <br /> Intermediate grades of the covered waste are sloped to promote <br /> drainage. Although the site's operations satisfy state <br /> standards, some improvements can be made. These recommended <br /> procedures are discussed below. <br /> 31 <br />
