According to the Board's letter of 21 <br />June 2002, the County was required to submit by 1 October 2002, an Evaluation Monitoring Plan. As <br />of the date of this letter we have not received the document. We have also reviewed the Foothill <br />Sanitary Landfill, First and Second Quarter —2002, Groundwater and Surface Water Monitoring <br />Report, dated April 30, 2002 and July 15, 2002, respectively. <br />Evaluation Monitoring Program ff NIP) <br />As of the date of this letter, we have not received the EMP that was due to the Board by 1 October <br />2002. Based on our telephone conversation of 18 October 2002, the County stated that the EMP would <br />be submitted by 25 October 2002. Please be aware that further enforcement action is likely if the report <br />is not submitted by this date. <br />First and Second Quarter Monitoring and Reporting Program 2002 Report Review <br />First Quarter Report: Increasing trends of sulfate were found in both downgradient wells MW -2 and <br />MW -3. Concentration Limits have recently been developed for the Foothill Landfill as part of the <br />Report of Waste Discharge (Joint Technical Document). The Concentration Limit for sulfate is 9.5 <br />mg/L and chloride is 10 mg/L based on the background well MW -1. MW -3 data results of 2/6/02 are 10 <br />mg/L for sulfate, 0.5 mg/L above the Concentration Limit. The chloride concentration during the same <br />time period in MW -3 was 12 mg/L; 2 mg/L above the new Concentration Limit. There is also an <br />increasing trend of chloride in MW -3, which is indicative of an impacted well, especially when the <br />upgradient MW -1 does not show a similar increasing trend. We recommend the County use the new <br />Concentration Limits when analyzing these increases in subsequent quarterly monitoring report analyses. <br />Traces of VOC's were detected in the upgradient well MW -1 (Acetone 6.8 ppb and Methylene Chloride <br />2.4 ppb), downgradient well MW -2 (Acetone 4.5 ppb, Methylene Chloride 1.6 ppb, 1,3- <br />, <br />California Environmental Protection Agency <br />Co Recycled Paper <br />The energy challenge facing California is real.
