INTRODUCTION, <br /> San Joaquin County is submitting this first quarter 2001 monitoring report for the Foothill , <br /> Sanitary Landfill(FSL)in compliance with Waste Discharge Requirements (WDR)Order No. <br /> 94-258. WDR's were issued by the California Regional Water Quality Control Board, Central ' <br /> Valley Region,on September 16, 1994. The FSL is a Class III landfill and only accepts Class III <br /> municipal solid waste. <br /> The FSL is located in eastem San Joaquin County on Waverly Road as shown on Figure 1. <br /> Presented below is a discussion of the groundwater and surface water monitoring programs and a <br /> description of the monitoring results. Waste Discharge Requirements also require the location , <br /> and quantity of waste landfilled. See the map on page 3 for the location of waste landfilled, and <br /> waste quantity monitoring as follows: <br /> 1 <br /> MONTH QUANTITY (TONS) <br /> December 20001F <br /> 19,532 ' <br /> January 200111 20,235 <br /> February 2001 IF 18,740 , <br /> MONITORING PROGRAM <br /> Water quality monitoring was conducted consistent with WDR Order No. 94-258. Water ' <br /> sampling was performed by EMCON. The procedures used to collect samples during quarterly <br /> monitoring are detailed in Appendix A. Water sample field data sheets are contained in ' <br /> Appendix B. Chemical analyses were performed by Sequoia Analytical, a state-certified <br /> analytical laboratory. Certified analytical reports and chain-of-custody records are contained in <br /> Appendix C. ' <br /> GROUNDWATER NETWORK <br /> Theoundwater well network consists of u adient well MW-1 and downgradient wells ' <br /> gl' P2� <br /> MW-2 and MW-3; the locations of the groundwater monitoring wells are shown on Figure 3. <br /> Groundwater levels were measured and samples retrieved from all wells on January 15, 2001. All ' <br /> of the groundwater monitoring wells are equipped with dedicated purge and sampling pumps. <br /> 1 <br />
