INTRODUCTION, <br /> San Joaquin County is submitting this second quarter 1999 monitoring report for the Foothill Sanitary <br /> Landfill(FSL) in compliance with Waste Discharge Requirements (WMR) Order No. 94-258. WDR's <br /> were issued by the California Regional Water Quality Control Board, Central Valley Region, on <br /> September 16, 1994. The FSL is a Class III landfill and only accepts Class III municipal solid waste. <br /> The FSL is located in eastern San Joaquin County on Waverly Road as shown on Figure 1. Presented <br /> below is a discussion of the groundwater and surface water monitoring programs and a description of <br /> the monitoring results. Waste Discharge Requirements also require the location and quantity of waste <br /> landfilled. See the map on page 3 for the location of waste landfilled, and waste quantity monitoring as <br /> follows: <br /> MONTH IF QUANTITY(TONS) <br /> March 1998 19,421 <br /> April 1999 19,091 <br /> May 1999 17,958 <br /> MONITORING PROGRAM <br /> Water quality monitoring was conducted consistent with WDR Order No. 94-258. Water sampling <br /> was performed by EMCON. The procedures used to collect samples during quarterly monitoring are <br /> ' detailed in Appendix A. Water sample field data sheets are contained in Appendix B. Chemical <br /> analyses were performed by Sparger Technology, Inc., a state-certified analytical laboratory. Certified <br /> analytical reports and chain-of-custody records are contained in Appendix C. <br /> ' GROUNDWATER NETWORK <br /> The groundwater well network consists of upgradient well MW-1 and downgradient wells <br /> MW-2 and MW-3; the locations of the groundwater monitoring wells are shown on Figure 3. <br /> Groundwater levels were measured and samples retrieved from MW-1,MW-2,and MW-3 on April 1, <br /> 1999. All of the groundwater monitoring wells are equipped with dedicated purge and sampling pumps. <br /> 1 <br />
