Specifications for the granular drainage material, coarse gravel, HDPE pipe, and geotextile are
included in Appendix C. Quality assurance testing of the LCRS materials is outlined in the CQA
Manual (Appendix D). The testing includes particle size and hydraulic conductivity for the granular
drainage material and coarse gravel and manufacturer's certification of material properties for the
geotextile. Details of the composite liner and LCRS components are shown on the Construction
Drawings in Appendix A.
5.2.4 LCRS Connection of WMU ART-03 and Northwestern Portion of WMU FU-04
with WMU FU-03
The base of WMU ART-03 drains to the south and leachate is collected in a header pipe located along
the southern termination berm. The header pipe was originally routed to two temporary leachate
tanks. Following construction and approval of WMU FU-03, the temporary tanks were removed and
the header pipes routed directly to the base LCRS of WMU FU-03.
The southern termination berm of WMU ART-03 is north of the limit of the interface liner placed on
the northern WMU FU-03 slope. Because WMU ART-03 is an active unit, the WMU ART-03 liner
and LCRS could not be connected to the WMU FU-03 liner and LCRS until WMU FU-03 was
approved for disposal. Now that WMU FU-03 is active, the WMU ART-03 LCRS can be directly
connected to the WMU FU-03 LCRS.
As shown on the Construction Drawings in Appendix A, the southern WMU ART-03 termination
berm will be removed and the gravel layer extended to overlap the geocomposite drainage net on the
north slope of WMU FU-03. This transition occurs in an area that drains towards WMU FU-03 at an
approximately 10 percent grade. Because this transition zone overlies refuse in the former Austin
Road Landfill, a geogrid is incorporated.
The northwestern portion of WMU FU-04 overlies the southern WMU ART-03 refuse slope. An
interface liner will be placed on the southern WMU ART-03 refuse slope to separate the Class III
wastes in WMU ART-03 from the Class II wastes in WMU FU-03. A geocomposite drainage net is
incorporated in the interface lining system to collect leachate. The interface liner, including the
geocomposite drainage net, in the northwestern portion of WMU FU-04 extends to shingle over the
interface liner on the northern WMU FU-03 slope. Leachate from the northwestern portion of WMU
FU-04,therefore,drains into WMU FU-03.
5.3 Protective Operations Layer
A protective operations layer will be placed above the base LCRS in the central portion of WMU FU-
04 to protect the LCRS, pipes, and composite liner from construction and operations traffic. A
protective operations layer will also be placed above the interface liner in the transition area located
in the northwestern portion of WMU FU-04. The protective operations layer will consist of a
minimum 12-inch-thick layer of generally sandy material excavated from onsite stockpiles. The
maximum particle size of the sandy material will be limited to 1 inch to protect the underlying
geotextile or GDN from puncture.
A 12-inch-thick protective operations layer will also be placed above the lining and LCRS system on
the slopes, concurrently with waste placement. The side slope operations layer will be placed a
maximum of 10 feet ahead (vertically) of the waste to minimize the tensile load developed within the
GDN. The operations layer will be placed using a wheel loader, so that no equipment loads are
FU-04 REPORT.DOC 5-7
