4 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING,AND DESIGN
STANDARDS
Future landfill extensions will be designed in accordance with CCR Title 27 and Subtitle D
regulations. Each new module will meet the requirements for siting, seismicity, and design and
construction. The existing facility that was designed prior to 1997 was designed to meet Title 14
Regulations. All subsequent modules will meet Title 27 Regulations or the requirements that are
in effect at the time of construction.
This section addresses those items that the CIWMB and SWRCB specifically noted should be
included in the Joint Technical Document. Therefore, the siting criteria included in this report is
not intended to be all inclusive of the Title 27 requirements that will be addressed in future
designs of waste management unit modules.
4.1. AIRPORT
Title 27 CCR and Subtitle D of the federal regulations have requirements for locating new
landfills near airports. In addition, existing landfills must demonstrate that the units are designed
and operated so that the units do not pose a bird hazard to aircraft (see Landfill Operations,
Chapter 7). There are provisions in the regulations for mitigation of birds to allow aircraft
operation at closer distances.
However, because Since the landfill is located greater than 5 miles to the nearest airport, the
FAA or other airport officials were not notified of new landfill modules.
4.2. VOLUMETRIC CAPACITY
The total airspace of the landfill is approximately 109 million cy (Design Capacity Report, San
Joaquin County, 1998), which includes closure cap, LCRS and operating layer, and the mixture
of refuse and cover soil between these two surfaces. The disposal capacity of the landfill, for
purposes of calculating site life is 102 million cy (refuse plus daily cover, not including closure
cap, LCRS, or operations layer).
Foothill Sanitary Landfill Page 16 of 62 Public Works/Solid Waste
JTD County of San Joaquin—Revised 10/6/05
