4 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING,AND DESIGN <br /> STANDARDS <br /> Future landfill extensions will be designed in accordance with CCR Title 27 and Subtitle D <br /> regulations. Each new module will meet the requirements for siting, seismicity, and design and <br /> construction. The existing facility that was designed prior to 1997 was designed to meet Title 14 <br /> Regulations. All subsequent modules will meet Title 27 Regulations or the requirements that are <br /> in effect at the time of construction. <br /> This section addresses those items that the CIWMB and SWRCB specifically noted should be <br /> included in the Joint Technical Document. Therefore, the siting criteria included in this report is <br /> not intended to be all inclusive of the Title 27 requirements that will be addressed in future <br /> designs of waste management unit modules. <br /> 4.1. AIRPORT <br /> Title 27 CCR and Subtitle D of the federal regulations have requirements for locating new <br /> landfills near airports. In addition, existing landfills must demonstrate that the units are designed <br /> and operated so that the units do not pose a bird hazard to aircraft (see Landfill Operations, <br /> Chapter 7). There are provisions in the regulations for mitigation of birds to allow aircraft <br /> operation at closer distances. <br /> However,because Since the landfill is located greater than 5 miles to the nearest airport, the <br /> FAA or other airport officials were not notified of new landfill modules. <br /> 4.2. VOLUMETRIC CAPACITY <br /> The total airspace of the landfill is approximately 109 million cy (Design Capacity Report, San <br /> Joaquin County, 1998), which includes closure cap, LCRS and operating layer, and the mixture <br /> of refuse and cover soil between these two surfaces.
