As of August 2004, approximately 91 million cy of capacity remained. This capacity is based on <br /> a maximum height restriction of 432 ft MSL and a bottom elevation of 230 ft MSL. Daily and <br /> intermediate soil cover requires approximately 20% of in-place volume. The net remaining <br /> capacity (total capacity minus daily cover soil) is approximately 76 million cy. This is based on <br /> the County goal of in-place refuse density of 1,100 pounds/cy. Projected waste accumulation is <br /> shown in Table 3. <br /> The remaining capacity was calculated by subtracting the volume filled in Module "I" and <br /> Module 1 from the total capacity. The excavation volume and volume filled were calculated <br /> using the average end area method using an average bottom elevation of 230 ft MSL with the <br /> existing contours shown in Plate 2.1. Volume calculations are in Appendix M and are stamped <br /> by a Registered Civil Engineer. These calculations do not include either the volume of the <br /> LCRS (including operations layer) or the volume of intermediate and final cover. Daily cover is <br /> included in the calculations at a waste to soil ration of 4:1. <br /> 4.3. SITE LIFE ESTIMATES <br /> ® Based on a waste rate of 790 tons per day in 2004 with a rate of increase of 3% per year , a <br /> refuse density of 1,100 pounds per cy, and a 4:1 waste to soil ratio,Foothill Sanitary Landfill <br /> should reach capacity in approximately 2059 (Table 3 and Plate 4). This estimate is based on <br /> the present height limit of 432 ft. MSL established by the County; however, the County intends <br /> to seek an increase in that limit. <br /> 4.4. SOIL AVAILABILITY <br /> Total daily and intermediate cover needs, based on the waste quantities above, are estimated to <br /> be 15.4 million cy. This is based on the approximation that daily and intermediate cover needs <br /> are 20% by volume of in-place waste. The current sources of daily cover are on-site excavation <br /> in future cells. <br /> The on-site sources of cover from excavation of the future modules are estimated to be <br /> approximately 35.6 million cy (see Appendix M). This would provide an abundance of soil <br /> cover. No imported fill is anticipated for daily, intermediate, or final cover (Table 3).
