The County intends seek to raise the permitted height limit, subject to regulatory approval <br />which is anticipated to include require demonstration of slope stability and addressing <br />other relevant design issues. A height increase will require revision of the Preliminary <br />Closure/Post Closure Maintenance Plan. <br />The County recognizes that a discussion of the intent to request a permit height increase <br />in this JTD does not constitute a request or application for that permit revision. <br />• Depth of Excavation <br />The minimum elevation of excavation at the landfill is 178 feet MSL <br />6.3. CONSTRUCTION SEQUENCING PLANS <br />The Foothill Sanitary Landfill is currently planned to be developed in approximately ten modules <br />(Plate 5). Because sizing of the modules is dependent on many operational issues, such as <br />40 anticipated waste stream and capital cost expenditures, the County may revise the actual size of <br />modules. The County will prepare and submit detailed design plans for each module to the <br />appropriate regulatory agencies for review prior to the construction. <br />6.3.1. Excavation/Stockpiling Plans <br />The design of each module's construction will include an excavation plan and stockpile plan as <br />needed. Excavation plans include the earthwork slopes and base grades, liner limits, LCRS <br />systems, perimeter berms, haul ramps, drainage ditches and stormwater basins, and locations of <br />ancillary facilities. The stockpile plans will show the location and grading contours for <br />temporary placement of the surplus soils excavated from the modules. <br />It is the County's intent to excavate the next module's base while obtaining cover soil for the <br />active module. This will minimize the soil stockpiled. However, any soil removed in the <br />preparation of a module may be stockpiled where convenient for future use.
