r:
11
The refuse fill height for each module will be assessed during the design of each module based
on refuse slope stability. In addition, geometric constraints, such as adequate top deck size for
truck traffic and potential soil stockpiling, will be evaluated.
6.4. LEACHATE COLLECTION AND REMOVAL SYSTEM
Future modules will be designed to include leachate collection systems. Leachate collection
systems will consist of a network of piping surrounded with drainage gravel. The pipe network
is equipped with riser pipes for inspection and cleaning if necessary. Leachate drains through the
pipe network toward a leachate sump which will include sensors and an automatic pump.
Leachate will be pumped to a leachate storage tank from which it will be returned to the active
lined landfill module(s).
6.5. SURFACE DRAINAGE PLANS
The preliminary plan for final surface drainage is shown in the Site Development Plans located
in Appendix C. Temporary drainage will be managed as described in Section 7.7.5 of this JTD.
As the landfill surface changes over time and as deemed necessary the county, the County will
design and construct temporary surface water drainage features to control runoff and erosion.
Erosion control on surfaces that have reached their near final elevation will be provided by
establishing vegetation and constructing drainage berms or benches to direct stormwater away
from refuse fill areas to the existing stormwater facilities (Appendix N).
6.6. GAS MANAGEMENT PLAN
A conceptual landfill gas (LFG) system was prepared for the landfill site and included in the
Project Design Report dated August 31, 2004 (Appendix J). An application for Authority to
Construct was submitted April 5, 2005 (Appendix O). These documents present a preliminary
design, subject to revisions in final design.
Foothill Sanitary Landfill
JTD
Page 35 of 62 Public Works/Solid Waste
County of San Joaquin — Revised 10/6/05
