The Lathrop/Manteca Fire District is the local fire authority having jurisdiction over the <br /> LLMRF&TS. Permits issued by the Lathrop/Manteca Fire District are maintained at the <br /> LLMRF&TS main administration office. <br /> 4.1.6 SAN JOAQUIN VALLEY UNIFIED APCD <br /> The California Air Resources Board (CARB) establishes air quality and emission standards and <br /> rules for Air Pollution Control Districts (APCD)based on EPA guidelines under the Clean Air <br /> Act. APCD's are responsible for implementing local air quality controls and issuing permits for <br /> new sources of air pollution. The LLMRF&TS fall under the jurisdiction of the San Joaquin <br /> Unified Air Pollution Control District(SJUAPCD). Current permits issued by the SJUAPCD for <br /> the LLMRF&TS are for the green waste grinder and the above ground fuel storage tank. Copies <br /> of these permits are maintained at the LLMRD&TS maid administration office. <br /> 4.1.7 CALIFORNIA EPA/DTSC <br /> The LLMRF&TS does not knowingly accept hazardous waste. The Hazardous Waste Exclusion <br /> Program is implemented to ensure that toxic or hazardous wastes are removed from the waste <br /> stream and do not reach the landfill. The material is sorted and moved to an on-site hazardous <br /> material storage unit. Each month a load check program is performed by MSE Environmental, the <br /> County contractor who operates the San Joaquin County Household Hazardous Waste Facility. <br /> The load check program prepares the hazardous material for shipment to the County permanent <br /> household hazardous wastes facility for consolidation and final shipment for disposal. The State <br /> of California Department of Toxic Substances Control (DTSC)has issued the LLMRF&TS a <br /> hazardous generator number(CAH 111 000 504) for shipment of hazardous waste diverted from <br /> the waste stream. In addition,the LLMRF&TS is registered with the DTSC as a CRT Material <br /> Handler. <br /> 4.1.8 CENTRAL VALLEY RWQCB <br /> The LLMRF&TS is covered under the SWRCB's general storm water permit for industrial <br /> activities as administered by the Central Valley Regional Water Quality Control Board <br /> (RWQCB). LLMRF&TS manages storm water through implementation of a site-specific SWPPP <br /> which is included in Appendix F. <br /> 4.1.9 OTHER REGULATORY AGENCY REQUIREMENTS <br /> The California Integrated Waste Management Act of 1989 (Public Resources Code Section <br /> 40000, seq.) required cities and counties to prepare a plan for their solid waste system know as a <br /> CIWMP. The County of San Joaquin has completed their CIWMP and NDFE.
