Report of Station Information San Joaquin County Public Works Department, Solid Waste Division Key Site Personnel—Lovelace Name: Annette Borges Title: Integrated Waste Manager Experience Summary: Annette Borges serves as the Integrated Waste Manager for the San Joaquin County Solid Waste Division. Among her many duties,Ms. Borges prepares and monitors the various division budgets; directs the development and maintenance of cost accounting functions for all funds assigned to the division; develops and manages related information management systems; maintains mandated records and prepares reports; coordinates studies to determine the costs of existing and proposed projects; recommends fees; recommends procedures to reduce expenses and increase revenues. She represents the County's interests in federal, state, regional and local governing boards, committees and task forces; testifies when necessary at federal, state, regional and local governing boards to describe and defend project applications; maintains liaison among public jurisdictions, private entities, and the public to ensure cooperation on all integrated waste management projects and to resolve potential conflicts;provides staff services as necessary. Additionally,Ms. Borges plans, organizes and directs waste reduction activities; develops and administers mandated programs for public education and services, including waste reduction, household hazardous waste, source reduction, recycling, and composting and also administers the operation of County-owned and/or operated disposal sites, transfer stations and resource recovery stations. Annette Borges is a graduate of the University of San Francisco and holds a B.S. Degree in Business Administration. Name: Jaime Perez Title: Solid Waste Operations Manager Experience Summary: As Solid Waste Operations Manager, Mr. Perez assigns, supervises, and reviews the work of subordinate staff,resolves personnel and staffing issues; recommends courses of action for avoiding or correcting environmental, health safety, or economic problems at County disposal facilities. He also conducts physical and financial planning for future waste management needs, prepares equipment specifications for waste management facilities, coordinates the marketing of recycling materials recovered at County waste management sites, gathers and evaluates data relative to the operations of County disposal sites, assists with the preparation of budgets, and maintains and prepares various records, reports, and correspondence. Jaime Perez is a graduate of the University of Pacific and holds a B.A. Degree in Business Administration. Mr. Perez has over 20 years of experience in the waste management industry.
