California Integrated Waste Management Board <br /> Permit Decision No. 94-18 <br /> March 30, 1994 <br /> WHEREAS, San Joaquin County owns and operates the Lovelace <br /> Road Transfer Station and proposes to expand and renovate the <br /> existing facility located at 2323 East Lovelace Road, Manteca; <br /> and <br /> WHEREAS, the County of San Joaquin, the lead agency for CEQA <br /> review, prepared an Environmental Impact Report for the proposed <br /> project; and Board staff provided comments to the County on <br /> June 9, 1993; and the proposed project will not have a signficant <br /> effect on the environment; and mitigation measures were <br /> incorporated into the approval of the proposed project; and the <br /> San Joaquin County Board of Supervisors adopted the final <br /> environmental document (SCH# 92092072) on October 5, 1993 ; and <br /> WHEREAS, the San Joaquin Board of Supervisors adopted <br /> Conditional Use Permit UP-93-2 on October 5, 1993, for the <br /> operation of the Lovelace Road Transfer Station; and <br /> WHEREAS, San Joaquin County Environmental Health Department, <br /> acting as the Local Enforcement Agency, has submitted to the <br /> Board for its review and concurrence in, or objection to, a <br /> revised Solid Waste Facilities Permit for the Lovelace Transfer <br /> Station; and <br /> WHEREAS, the project description in the CEQA document is <br /> consistent with the proposedP ermit; and <br /> WHEREAS, Board staff have evaluated the proposed permit for <br /> consistency with the standards adopted by the Board and found the <br /> facility design and operation in compliance with State Minimum <br /> Standards; and <br /> WHEREAS, the Board finds that all state and local <br /> requirements for the proposed permit have been met, including <br /> consistency with Board standards, conformance with the County <br /> Solid Waste Management Plan, consistency with the County General <br /> Plan, and compliance with CEQA; and <br /> WHEREAS, the most recent joint CIWMB/LEA inspection, <br /> conducted on February 17, 1994, documented that the facility is <br /> currently operating in compliance with State Minimum Standards <br /> for Solid Waste Handling and Disposal . <br /> NOW, THEREFORE, BE IT RESOLVED that the California <br /> Integrated Waste Management Board concurs in the issuance of <br /> Solid Waste Facilities Permit No. 39-AA-0008 . <br />
