J. HAZARDOUS MATERIALS <br /> (1) POTENTIALLY SIGNIFICANT IMPACT: RETENTION POND WATER QUALffY <br /> The retention pond will collect storm water runoff from the site. Since the transfer <br /> and sorting facility are under a roof,the runoff from the facility should not contain <br /> leachate from the waste disposal operation. <br /> Findings: <br /> Changes or alterations have been required in, or incorporated into, the project <br /> which avoid or substantially lessen the significant environmental effect as <br /> Identified in the Final EIFL <br /> Statement of Fact: <br /> The impact will be reduced by the following: <br /> Sample and test the retention pond water annually if required by the Central <br /> Valley Regional Water Quality Control Board. <br /> (2) POTENTIALLY SIGNIFICANT IMPACT: EXPOSURE OF OLD LANDFILL DURING <br /> CONSTRUCTION <br /> An old landfill is known to exist along a portion of the northern site boundary. The mitigation measure is listed below. <br /> Statement of Fact: <br /> The impact will be reduced by the following: <br /> The cut slopeof the excavation area shall not exceed 2 feet horizontal to 1 foot <br /> vertical (2:1). .AN excavated material should be disposed of at a County landfill. <br /> 16.
