- 2.0 SB-20 OVERVIEW <br /> On September 24, 2003, SB-20,was passed, establishing a funding system for the collection and <br /> recycling of certain electronics waste. The California Integrated Waste Management Board <br /> (CIWMB) adopted emergency regulations to address this legislation in April, 2004. This <br /> legislation,The Electronics Waste Recycling Act of 2003 includes the following key elements <br /> • Reduction in hazardous substances used in certain electronic products sold in California. <br /> • Collection of an electronics waste recycling fee at the point of sale of certain products <br /> • Distribution of recovery and recycling payments to qualified entities covering the cost of <br /> electronic waste collection and recycling. <br /> • Directive to establish environmentally preferred purchasing criteria for state agency <br /> purchases of certain electronic equipment. <br /> Since this time, the CIWMB and DISC have been working together to implement this <br /> legislation, however, recent changes were made to this legislation with the passing of SB-50, <br /> which was intended to "clean up" SB-20. This bill changes the timelines and many requirements <br /> of the original bill. <br /> The CIWMB and DISC are currently revising the Emergency Regulations to address the <br /> changes made in SB-50, and plan to have draft regulations out prior to October 7. The CIWMB <br /> is holding a Stakeholders Meeting on October 7 to review the updated regulations and timeline <br /> for implementation of this legislation. <br /> orbe current date of implementation of both the recycling fee collection and recycling <br /> reimbursement is January I, 2005. <br /> 0 <br /> San Joaquin County Proposal Page 6 of 22 <br />
