3.0 PROPOSED ELECTRONICS RECYCLING PROGRAM
Overview
Onsite Electronics Recyclirg is proposing to provide San Joaquin County with a program to
recycle all electronics products regulated by the State of California under SB-20, as well as any
addition electronics requested by the County. This service will be provided through the normal
County Solid Waste Collection Channel, servicing electronics collected at the Counties three
solid waste facilities: Lovelace Transfer Station,North County Landfill and Foothill Landfill.
Onsite Electronics Recycling proposes to utilize the Lovelace Transfer Station as the primary
dismantling location as 70% of the electronics collected in the County are collected at this
location. At this time, Onsite Electronics Recycling proposes to have the County collect
electronics from the North County and Foothill Landfill, transporting these materials to Lovelace
for dismantling. Our personnel will be available to assist in the loading of electronics from these
two facilities into bins for transportation, thus helping defer the labor requirements of the
County.
Estimated Daily Trip Traffic
The estimated daily trip traffic at the Lovelace Material Recovery Facility and Transfer Station is
stated in the Transfer Processing Report (TPR) on page 8 under Section 2.33 and 2.34. The
gftcollection of Covered lectronic Waste (CEW) will not have an impact on the daily traffic rate
stated in the TPR.
Types and Daily Quantities of E-waste
It is expected that the current average daily rate of CRT devices being received at the Lovelace
Transfer Facility is expected to increase slightly with the new program due to an SB-50
requirement to provide a number of free CRT collections to residents as well as businesses. The
following are the anticipated quantities and types of e-waste to be collected at the Lovelace
Facility.
Current 2005 proj 2006 proj.
