In addition, Onsite Electronics will maintain accurate records on all commodities shipped from
A. the facility. Prior to shipment, all material will be weighed and entered on a bill of lading.
Onsite Electronics Recycling will provide copies of all paperwork to the County.
Equipment
Onsite Electronics Recycling will provide all equipment necessary for the collection,
disassembly and loading of recyclable commodities for shipment. This will include, but not be
limited to:
• Temporary awning to protect staff from the elements
• Cordless drill with appropriate bit attachments
• Cutting Tools
• Pallet Jack
• Dollies
• Forklift
• Work Tables
• Tool Shed
• Fire Extinguishers
• First Aid Kit
• Cell Phones
• Personnel Protective Equipment
ecycling Management
One of the key components of Onsite Electronics Recycling's program will be the responsible
management of the recyclable commodities. As the electronics recycling industry has rapidly
evolved over the past several years with little regulatory structure, an unfortunate consequence
has been the irresponsible overseas management of many recyclable electronics. Much of this
was caused by sending whole monitors and CPU's overseas for recycling. Onsite Electronics
Recycling will provide the County assurance that this cannot happen by dismantling all
electronics prior to shipment from San Joaquin County.
In addition, each recycling outlet will be carefully chosen to ensure that the recycling activity is
environmentally responsible, and meets the highest standards of recycling. These decisions will
not be made based on which recycling methods or facilities will bring in the highest profit level.
As the electronics recycling market is rapidly evolving with new technologies and facilities
becoming available regularly, Onsite Electronics Recycling will stay educated on the changing
market structure, and make changes to the recycling facilities chosen if better outlets are
determined to be available.
Much publicity has been given to the video "Exporting Harm" prepared by the Basel Action
Network and Silicon Valley Toxics Coalition in 2002 which outlined the environmental and
human harm caused by electronics exports from the United States. This has caused a natural
"'Oeaction by many to demand their recycling occur in the United States.
San Joaquin County Proposal Page 13 of 22
