If the customer refuses to accept responsibility for the waste, or denies having disposed <br /> ® of the waste at the site,then Step C,below,will be followed. Also,the site foreman will <br /> report the incident to the Solid Waste Officer for investigation and follow up. <br /> C. Load checker or other refuse worker finds prohibited waste for which the responsible <br /> party is unknown: <br /> This situation may involve discovery,by transfer station employees,of prohibited waste <br /> for which the responsible party is not know. In this case,the waste is removed from the <br /> site and disposed of at a hazardous waste sit by a licensed hazardous waste hauler. If the <br /> waste is containerized, it is removed to an on-site hazardous waste storage locker. If it is <br /> not containerized,the area is marked to adequately offset fill operations until removal is <br /> performed; and procedures listed in Section N, "Procedures for Handling Identified <br /> Hazardous Waste", are followed for ultimate disposal. <br /> Additional Steps added to the Hazardous Waste Exclusion/Load Checking Program on <br /> September 16, 2004 include: <br /> • Loads earmarked for daily random load checking will include refuse collection <br /> vehicles that dump on the commercial side of the transfer building. Such vehicles <br /> include roll-off trucks, front-end loaders,rear loaders, and side loaders. <br /> • One load from the above pool of vehicles will be randomly selected daily by site <br /> supervisory staff for load checking. <br /> • The selected vehicle will be routed to the tipping floor and the load will be spread to a <br /> depth of about one foot using a front loader. Afterwards, site staff will inspect the <br /> load for hazardous waste. <br /> • If hazardous waste is found in the load and cannot be managed on-site,the <br /> responsible party will be contacted and requested to remove the hazardous waste <br /> within 24 hours. <br /> • Site staff will document the inspection of the attached form and completed forms will <br /> be retained on-site. <br /> 7 <br />
