Exhibit 4 <br /> Date <br /> COLLECTOR <br /> ADDRESS <br /> CITY, STATE, ZIP <br /> SUBJECT: HAZARDOUS WASTE LOAD CHECKING PROGRAM FOR THE <br /> LOVELACE MATERIALS RECOVERY FACILITY AND TRANSFER <br /> STATION <br /> Dear Mr./Mrs.: <br /> State laws prohibit the disposal of hazardous wastes and liquids at the Lovelace Materials <br /> Recovery Facility and Transfer Station. To monitor compliance with these requirements a Load <br /> Checking Program has been implemented for the Lovelace Materials Recovery Facility and <br /> Transfer Station for detecting hazardous wastes and liquids which are prohibited at the site. The <br /> following elements of the program have been initiated at the site: <br /> Wastes which are prohibited are the following: <br /> • Chemicals or chemical sludge which is toxic,corrosive, an irritant,or a strong <br /> sensitizer <br /> • Drugs <br /> • Infectious wastes <br /> • Radioactive wastes <br /> • Flammables or explosives <br /> • Free liquids, including liquid residues in containers or can which are greater than one <br /> gallon in volume <br /> • Contaminated oil or fuel wastes <br /> • Pesticides or insecticides (properly neutralized and rinsed containers are allowed) <br /> • Bag house or air scrubber wastes <br /> • Asbestos wastes <br /> • Tank cleaning sludge or sediments <br /> • Contaminated soil or sand <br /> ➢ If prohibited wastes are delivered to the Lovelace Materials Recovery Facility and <br /> Transfer Station, such wastes when detected, shall be removed from the site by the <br /> responsible party within 48 hours from time of notification and shall be disposed of by <br /> the responsible party as prescribed by State and Federal laws. <br /> 17 <br />
